School Board Takes Back Seat to Another Superintendent

Despite opposition from within the administration, the Matawan Aberdeen School Board appointed David Healy to replace outgoing superintendent, Dr. Richard O’Malley. Healy is well known to the district and therein lies the dispute – in 2005, then superintendent Quinn appointed Healy as a high school principal and, suffice to say, Healy never made tenure. Most recently, Healy was director of operations at Middletown.

True to form, the Barza wing of the school board, now reduced to Demarest and Ruprecht, were noticeably and non-coincidentally absent the night of Healy’s appointment. (Apparently, they lacked the courage to put their opposition on the record.)

However, Healy’s remarks to the Independent reveal a disturbing trend in school governance; Healy made it very clear that he’s in charge and he’ll be setting the agenda for the school district. Not once in his published remarks does he defer to, or even mention, the school board. And the scary thing is the school board will likely allow him to take the lead.

That’s not how it’s supposed to be. The superintendent is supposed to be an agent of the school board, enacting school board policies and achieving school board goals. The district mission statement should be his and the board’s guiding light.

Unfortunately, the school board is only too happy to take a back seat, to let someone else shoulder the responsibility, and thereby make themselves unaccountable for any failures but free to share any praise.

During my brief stint on the board, Ruprecht once told me he would not consider or discuss any proposal that had not been offered by the superintendent. While the board majority doesn’t share his opinion, their actions lead to the same result.

Ask the school board if Everyday Math should be discontinued? Should elementary students be allowed to use calculators? Should high school graduates be expected to speak a foreign language? Should guidance counselors have an expanded role overseeing students’ curricula and performance? How are the academies being evaluated? Are we providing sufficient opportunities and incentives for our most gifted students? How are we partnering with the parents to educate their children?

In each case, the board will likely defer to the superintendent, forgetting that he doesn’t set policy but merely enacts it. The superintendent doesn’t set goals. He achieves them.

I wish Healy luck and I can perfectly understand his enthusiasm and excitement in becoming chief. However, somebody on the school board needs to remind his colleagues that accountability begins with them and they must set the policies, the goals, and the expectations. The school board must take the lead. That’s what they were elected to do.

If you watched the school board video Kenny and the other school board members practically ignored the announcement to the public of the hiring of Mr. Healy. Not one of them shook Healy's hand as he was introduced. I for one am happy that Healy may have set the tone after the school board that allowed him to be abused and improperly reviewed by principal D. right under their noses gets told what to do from a healy point of view. I hope he sets his agenda and tells them where to go. Set your agenda Healy and tell these people that you are in charge.

Mr. Healy needs to set the tone and get rid of the dead wood. Michelle thats you. I still cannot believe they gave her tenure to this day. The woman is scared of everything. Get rid of the hangers on right off the bat. Swing batter swing.

Who are BOE members? Ordinary people from the community with little educational back ground - meaning experience running the everyday workings of a school district.

Some there for the right reasons. Some there for a cause. Some there to feel important. Some there for THEIR OWN KIDS.

A nuetral party with a strong mind is needed. People argue against tenure - and maybe there are points for review - but politics is politics and imagine if a teacher pissed off a BOE member for disagreeing with policy - they would be gone. If a close BOE members friend called in a favor - the teacher is gone.

The super should be in charge and work with the board - not answer to them. He is the monarch with the help of consultants.

Stop acting so self important. Dr.O's ass was kissed by you people 24/7 = oxymoronic??????

Worry about NYC - and your chancellor who puts her foot in her mouth.

What did you want Healy to say? I am to do the bidding of the BOE? They are my masters and I am servant to their every wish?

Good Luck Healy. Do what is best in your mind - not based on a several pay raises that were questionable to say the least.....

It is reported that Dave Samuels the Pesident of CME Engineering went into a dark alley and was mugged by three men.

Dave Samuels came away with three hundred dollars belonging to the muggers.

Can't say the man doesn't get his money.

Reports are confirmed that Kauff got his usual payoff from Dave Samuels.

It is also reported the muggers were Aberdeen business owners who could not afford to feed their families since they had to pay so much to CME and Kauff just to open and maintain their businesses.

As a former BOE member you should know that the the board sets goals and evaluates the Superintendent. There are, as you should know well, rules and regulations that govern what the board can and can't do. As someone who is no longer in town and on BOE, you would have no idea what has been discussed between Healy and the board. The Superintendent is supposed lead the staff & school community, work WITH the board to set the course for the district. What happened to posting articles based on facts/documentation? Since WHEN is the Independent the oracle of ethical, factual information?

As you indicate, I was on the school board. I know what a school board member's responsibilities are. And they include setting goals for the superintendent and expectations for the district and the students.

For example, setting graduation requirements is a board prerogative. I'm not even asking for that.

I can't imagine who these "anonymous" folk are who insist the board do nothing but stick their thumbs in the air to vote on CSA recommendations.

I think there are some sour grapes happening here, Joey. As you pointed out your self, Healy was appointed IN SPITE of opposition from O'Malley & "administration". How then, can you say the BOE is going to roll over? Sounds like being abandoned by the superintendent in the middle of his job might have had a "wake up" effect. I know plenty of people who are shocked that the board ignored the heavy campaign for Deluca to slither in to the superintendent job...mostly by O'Malley himself! Too bad he has a serious blindspot for sneaky backstabbers, it may cause him pain up in Edison. At least the board was not fooled and chose for themselves.

No one can honestly pass judgement on Healy before he is even here fulltime. Let's try giving someone a chance BEFORE we tar and feather the guy. The board too. Just because Joey forgot what he was party to while on the board, doesn't mean those of us who are still living in Aberdeen, can't wait and see for our selves if things change.

Why is it still allowed that the firehouse and school board elections are held away from the normal November election day when the greater majority of taxpayers go to vote? As for the firemen in town I honor their dedication but scoff at the lack of any official response to the many posts on here that have been posted and mostly related to the internal problems they certainly have. My real problem as a resident is with the leaders who I feel have failed the younger members in a major way. How can they expect to keep active and responding members while the older and ignoring commissioners and long time members may have not done their duty officially, which they were elected and perhaps paid for.

I have read much on this site and have decided to no longer give monies to the firehouse when they send the mailings out. I may only be a resident for the past three years in town but I think enough has been posted and most importantly has not been responded to by those entrusted to lead and maintain order. Whatever happened to leadership by example? It is obviously a building absent of leadership that is the main problem there.

It should have said Paul Percusi the liar since that is what he will do anything to keep Lou happy. Percusi is probably next in line of course for the cake job of answering the phone and keeping tabs on the aberdeener site for the chief. Lou can use the computer of course if playing games on company time counts. You have to know that while Vinny and the others think there are just six or so bloggers on here there are many times that. I love that they keep thinking that as that will be part of their eventual undoing. Those letters as well as the letter from the man assaulted by Lou within the confines of the fire house should be having people say what the hell is going on in Aberdeen?. I cannot wait till Lou and Percusi get on the stand and perjure themselves. Some of my brothers think that the fix is in and that the commissioners&councilmen Jimmy and Vinny will have put the fix in to cover their lack of proper response and official action to the assault and historic demeaning and abuse they allowed all of these years by Lou. I would expect that the assault case will have to be heard out of the Aberdeen area and the clutches of all things evil that is of course Norman Kauf. What happened to my fire house?

This is just a bad job of hiring the right people who had long term goals for the district instead of long term goals for themselves. Again, that is the job of the people doing the hiring, of which no board members had experience. Poor choices for the long term stability of the district.

You're the fool for making the statement that Mat-Ab doesn't have the money to retain "great" talent. Matawan pays above the county average for administrators whether "you" voted on it or not. The board of education is responsible for that since they are the ones who negotiate those salaries. You were responsible for voting large salary increases for our top administrators and they left anyway. That was not a wise decision when you had a contract to pay less and get the same amount of years of service. It was also not wise to bring in short term employees looking to make a name for themselves and move on as you were told many times on this blog was going to happen. Maybe your not a fool, just not wise when it comes to salaries and hiring decisions.

The fire department elections this weekend are a DONE DEAL. Want to know why? It is a DONE DEAL because that is the way it is set up against the taxpayers. If we are going to pay for their corruption let us pay for a paid volunteer service where all the numbers and actions are up for public review. The fact that the reserve monies were not listed is all I need to know how I will vote this Saturday. No incumbent commissioners will get my vote and I will vote against the budget since assaulting your brothers is allowed coupled with the lack of leadership and accountability is so pervasive under the joke that is the firehouse daily staff and its present leadership. This Lou person and his commissioners have failed their fellow members as well the taxpayers as has been divulged on here. If i did not know better i think the Kauff joke leadership in town hall are less corrupt. No way they are equally corrupt and both being tied to Laura and Vinci caps the deal. Do they let Vinci count the votes since he is supposed to be so good with numbers? Whatever happened to leadership?

The 30 pieces of silver claimant is back? Donohue today Mcleer last week and both with the 30 pieces attached that just drones on. With the same tired statements about supposedly everybody being out to get them. You would think the silver person might realize that the responsible persons they seek are not the low level people like they claims get 30 pieces of silver. Heard from a very reliable source that that Mayor and his two closest Councilmen(Firemen) are developing a plan to recover some excess funds held by the Fire Districts to balance the budget and help keep the taxes low. Last year the library, this year, it will be the firemen!

CME got a $250,000.00 land grant is what you mean. It may have come through Aberdeen town hall but all that means is more wasted and useless studies to pay CME and of course to fund the corrupt democratic campaign machine. The open space funding money is given to communities to supposedly buy property to keep it from being developed. In Aberdeen all it really does is allow CME to get overpaid for plans that never do anything. That is just like that property by town hall and the old factory by Broad Street. I would love to see the CME bills on just that one property for the last ten years. I bet hundreds of thousands of dollars went to CME for studies and plans and you can bet that nothing will ever get built there. For those in the know It is called governmental pay to play. You can bet that it should be called pay and pay CME and the democrats with our money. What a joke this town is.A really bad joke. I have watched CME types give their presentations a couple years ago with the property across the street from my place. Yeah they promised the world and all we got were trucks all day long in and out. CME is laughing at all of us.

Did you see the APP today? Dr. O said his decision to leave MARSD for Edison was NOT based on money (he will be making $25,000 more in Edison and will be over the salary cap). If it wasn't money, why did he leave? Our administrators are leaving like rats off a sinking ship. Was it the fact that they couldn't live up to the mission statement.

One other question? Why does Everyday math stop in 5th grade and traditional math is in 6th and above? Isn't the lack of continuity causing our kids to fail? What board member had the bright idea to only buy 1/2 of a program? Maybe Healy will be our savior. It will be interesting to see how fast the BOE crawls up his butt.
