A Tale of Two Budgets

They weren’t the best of times. They weren’t the worst of times. The times were just bad but possibly getting worse. The Matawan-Aberdeen school district responded by capping expenses to produce a no-increase tax levy. Aberdeen Township responded by raising taxes another 9.5% on top of the prior year’s 12% tax increase. The voters overwhelmingly supported the school budget by 60-40%. The town council has another six months to either explain themselves or pray the voters forget.

Dr. O’Malley is building quite a record. In his first year, he’s introduced several programs, removed senior personnel who lacked appropriate credentials, watched the three board members who voted against his appointment all retire their seats, and passed the first school budget in eight years.

To freeze the tax levy, O’Malley needed to cut $600,000 from the budget, despite contractual obligations that increased teacher salaries 4.25% and health insurance another 7%. One quick fix would have been to accept the pension deferment being offered by the state. O’Malley refused because the “buy now, pay later” plan was a bad deal for the district. He streamlined and cut costs where he could. When that wasn’t enough, he enacted 5% across-the-board cuts on all discretionary spending.

By contrast, look at the town budget and weep.

Municipal taxes are rising 9.5% this year, or 22.4% in the two years since the Democrats promoted their “no tax increase” during the last election cycle.

Undoubtedly, we’ll hear how, despite raising taxes by the legal maximum amount, the township also cut spending $470,000 from the prior year. (Sheet 3) Oh, if only that were so. In contrast to the school district, the township took the pension deferral; $458,000 in pension payments that should have been paid this year will now need to be paid in the future, with interest.

So, in a $15.3 million dollar budget, during a recession, the township successfully cut spending by $12,000.

Still, if spending is going down, why are taxes going up? Well, don’t blame the state. State aid is only down a net $47,000. (Sheet 5)

No, the big holes come from a magically disappearing surplus. In two years, our anticipated surplus has dropped $889,000. (Sheet 4) Additionally, last year we took $600,000 from the General Capital Fund. (Sheet 10a) Don’t know what we spent the money on but we don’t have that $600,000 to plug any holes this year.

Our cash and investments are down over a million dollars during the past year alone. (Sheet 39)

One would think, considering the recession and all, the town would look to cut expenses. After all, tax delinquencies are up over 10%. (Sheet 11) Our town council, however, has decided that, in these tough times, we need to look after our friends.

For example, there’s our good friend and township attorney, Daniel McCarthy (for whom Norman Kauff is “of counsel”). Legal services are going up $47,000, nearly 40%. (Sheet 13) But please try to not get arrested. The public defender’s budget has been completely eliminated.

As for our friends at CME (the ones who will be bankrolling the Democratic campaign), have no fear. We’re increasing spending for the road improvement program by $150,000 to $2.5 million. (Sheet 40c)

Yet, not all friends are created equal. Township employees will be forced to accept furloughs.

It doesn’t have to be this way. Cut the road improvement program to $1.5 million a year. Hire an in-house engineer and eliminate the half million a year CME collects in engineering fees from the locals. Renegotiate contracts for professional services, like Matawan did with its borough attorney. Introduce competitive bidding for all professional contracts whenever possible.

It doesn’t have to be this way. The town council has choices and we will have to live with the choices they make.

Council is just hoping that people will just blame the tax hike on the reval and that since taxes are going down for somein the reval, that they won't notice a net zero actual dollar increase. It's all about confusion. They think we are stupid.

You would think that in these economic times, they would eliminate the $57,000 in council salaries! How does their conscience let them talk about furloughs when they take a salary.

I agree. They hope the reval will obfuscate the issue. That, because municipal taxes is only a small portion of property taxes, nobody will notice. Or the people will just blame the school district.

They forget that the Republicans might just run a campaign this year. 22.4% in tax hikes over 2 years during a recession. How do you justify that?

Here's what they're hyping -- that the tax rate was cut -- but it was only cut because house values increases due to the reval. The reval just makes the pie bigger -- but everyone still pays their proportional slice based on value. Go to the budget hearing and say you're not going to take it anymore.

$14.8 M spending plan calls for lower tax rate

ABERDEEN — The Township Council introduced a $14.9 million preliminary municipal budget at the April 7 meeting.

This year's budget at $14,837,824 is lower than the 2008 municipal budget, which was $15,328,156.

The estimated tax levy for 2009, without the addition of school and county tax figures, is approximately $8.5 million.

The township's tax rate would decrease under the proposed budget, according to the Aberdeen Township Tax Assessor's Office.

This year's estimated total tax rate, which includes estimated municipal, county and regional school tax rates, amounts to $2.26 per $100 of assessed property valuation.

"We see a decrease this year because of the reassessments," explained Tax Assessor Holly Reycraft.

After the 2008 reassessments, this year an average home is assessed at $280,000, and based on the estimated total tax rate, the home's owner would pay approximately $6,328 a year in property taxes.

Last year, the total tax rate was $5.66 per $100 of assessed value, translating to $8,493 a year in taxes on an average home assessed at $150,000.

The estimated municipal rate is lower this year as well, Reycraft said.

"This year our estimated municipal tax rate is 41 cents per $100 of assessed value," she said. "Last year it was 92 cents per $100 of assessed value."

How about a petition drive to eliminate council salaries? This would be a nice addition to the November ballot.

1. Section 17-35 of P.L.1950, c.210 (C.40:69A-184) is amended to read as follows:

17-35. a. The voters of any municipality may propose any ordinance and may adopt or reject the same at the polls, such power being known as the initiative. Any initiated ordinance may be submitted to the municipal council by a petition signed by a number of the legal voters of the municipality equal in number to at least 15% of the total votes cast in the municipality at the last election at which members of the General Assembly were elected. An initiated ordinance may be submitted to the municipal council by a number of the legal voters of the municipality equal in number to at least 10% but less than 15% of the total votes cast in the municipality at the last election at which members of the General Assembly were elected, subject to the restrictions set forth in section 17-43 (C. 40:69A-192) of this act.

The campaign and 2009 budget for Aberdeen will all just be smoke and mirrors people. Do you think they are going to do the right thing during such an important election year. Remember Jen Gallo leaving under questionable circumstances leaves a big hole in Campaign Kauff and should also leave an awful lot of questions as to the confused and questionable control of the Aberdeen leadership with the voters.

The fact that our true leader of the council and all things Aberdeen is Norman Kauff, is something most people do not know, yet. The word yet is a very big part of this equation I can assure you.

So what will Campaign Kauff do to ensure his controlling victory so as to keep the Aberdeen ATM open and filling the CM&E coffers. Try these few ideas on for size and analyze the true purpose for the uses of such tactics or plans by Campaign Kauff.

1. Furlough employees. This will of course not include the very well paid Police Department Officers, which to a certain degree is understandable, to most people. But the costs are high on many other employees.

2. Pension deferrals do little more then pass on the costs that should be paid for pensions now to another time down the road at a higher cost, a very much higher cost. But you can't cut police during such an important election year the public safety is too important. You can however look at scheduling and more to ensure cost effective manpower usage and coverage. But that is a touchy subject you can be certain.

3. Tax increase will come most assuredly. Probably under 5 cents. That of course will come with a "we had no other choice" being shouted over and over from the mountaintops.

4,5,6,7,8,9, have yet to unfold.

The reality is that Aberdeen should raise taxes the required amount as to offset the extreme costs that these deferrals and loss of service will have on the taxpayers and residents. This is especially true citing the past years when they kept taxes low by using up a great majority of the surplus Corren built up.

4. The true areas that could easily be cut would unfortunately be very damaging to Campaign Kauff. That is why it will the obvious will not be touched.

You see that is what the Aberdeen budget is all about. Nothing that they will do is truly to benefit the taxpayers. It is all about posturing and protecting Norman "I run Aberdeen" Kauff and his overpaid corrupt professionals and of course Campaign Kauff.

You can be certain that every catch phrase will be used in the budget presentation followed by the political literature we all will be bombarded with before the election season finishes. There will not be one spec of substance in any of it, I can assure you. Pictures of candidates with ball fields and every tried and true political ploy and deceptive rouse will be employed to ensure that the impact on the taxpayers appears to be a last resort effort, after of course much deliberation and tireless effort.

This supposedly dire budget situation did not occur overnight. As a man who has put together budgets most of his life I would not want to touch a Campaign Kauff budget deception with a ten foot pole. This is something the leadership of Aberdeen should have been working on since early 2008. That was a little hard to do without the manager they hired and crowed over until he shut the door on Kauff and his corrupt professionals.

I laugh as they think this is some big secret. Most of the councilman can't keep their mouths shut long enough to get home after a council meeting, much less as they glad hand all over town with their buddies. What they fail to realize is that all of their buddies are not on the receiving end of Kauff money. Their buddies are the ones paying the high taxes and fees they approve without question under the direction of Campaign Kauff.

However their excuses and all to ready to blame decisions that were immediately placed on the former manager, who we all should remember was forced out of office by Campaign Kauff has been out of the financial picture for o=well over a year now. Blaming the former manager as the cause of our present financial problems in Aberdeen will not hold water.

The money blame game they tried to blame on him supposedly, spending haphazardly, during his time here was of course completely overseen and approved by most of those presently sitting council persons who now will not be seeking your votes and those they leave behind under Kauff. They all sat silently as the former manager went about his business and from what I hear with a long overdue and cohesive relationship and level of cooperation with most of his employees. That was with the exception of a few who I hear set him out for the kill and danced as he was forced out the door. There are no secrets Campaign kauff. Not with the blabbing councilmen on the Aberdeen council running around town all of the time.

Get out while the getting is good my father used to say. And some of those incumbants who are getting out have seen the writing on the wall. It is also said Kauff simply said "its time for you to go" just like Minutulo. And they go like the good little soldiers they are.

I am certain that their are many other tricks and assorted falsities that will surface soon enough, all of course to conceal anything close to a true, informative, honest and open campaign process. We will soon see Norman Kauff and Team Kauff start the circus they call Campaign Kauff.

Look up in the sky it's a bird, it's a plane NO ITS SUPER CAMPAIGNMAN. Not this time Normy. This year you pay the price for all of your crimes against the citizens of Aberdeen.

WOW just got home and BANG some possibly very good insight has been provided as to the possible budget processes we may see play out in Aberdeen.

Take that all of you Kauffkins. I like that nickname very much by the way it fits. It is kind of a blend of kauff and Kittens, which Kauff controls. How will Kauff respond to the experience of such a person giving some educated insight on a process many of us could not even begin to understand.

We have recently been shown a different budget perspective by Dr. o'Malley who has finally brought some transparency to the budget process. Showing funding a budget by need and not by greed as was the obvious purposely bloated budget game played by prior administrations. Right Mr. Quinn.

This time however we get a look inside the possibilities of the municipal budget before little comments made purposely in advance to gauge public sentiment getting thrown out to us as trial balloons, floated to see how the Aberdeen residents might respond to specific cuts or program restrictions.

None of us has a clue as to the trickery used to put together such budgets. But now we may get some analysis from IHATE and the Aberdeener with his degree and experience also.

We taxpayers may stand a good chance this year of making another part of the process more accountable and proven. That being the municipal budget which many of us have been told is a process to feed the Kauff political machine.

Oh the times they are a changing.

Layoffs should only come after a complete and total review of departmental need and individual work related duties. Layoffs should only come after every other dollar has been squeezed. Most offices and positions are several deep in their duties and responsibilities. Most workers like myself at the county like myself also do many things each and every day that most often is overlooked. That is until they lay me off and then all of a sudden management realizes someone else used to do that job. Where did they go?

A review like that was done at our offices at the county this year. It allowed for consolidation of two positions and a retirement helped our department stay functional. Many were worried that layoffs would be used with personal overtones. Yes layoffs get used improperly all of the time by supervisors and politicians. Don't be surprised by that. All it takes is a supervisor and manager to maybe say "we will put the budget together and Smith will be gone in two months. Smith may do his job very well and you would think that would be enough. No you see Smith may be outspoken or might go on a local blog site and express herself under her constitutionally protected rights of free speech. Politicians and mangers don't like that you see.

Sure that is life but far too often there is a backlash that can cost far more then the layoff.

It is called life 101.

On another subject why is it some of us have to cut our lawns on weekends? Is that one of Gods little jokes. Grass gets cut six months a year, leaves after that and then we shovel snow. Makes you wonder if God was secretly a comedian.

Speaking of comedians. I also appreciate the budget insight that IhateNK put on here. There is much to worry about with 4,5,6,7,8,9 that part was not funny. Only time will tell.

A powerful post, Joey. This caught my eye:

Several years ago during road reconstruction in the Strathmore F Section residents came home from work to find they had been relieved of large, established trees. CME had decided that the roots would interfere with construction of new sidewalks and ordered the trees removed without first getting permission from the property owners. These trees were off the public right of way; in other words, they were on PRIVATE PROPERTY. Didn't matter to CME though, they just sent the unwitting tree service in to do their dirty work anyway. So a once tree-shaded neighborhood is now barren in the sun. This has to affect homeowners' AC usage. To my knowledge, the trees haven't been replaced and the homeowners haven't been reimbursed to this day.
There is yet another insult to private property, in other words, trespassing. I know of at least one homeowner who lives on a corner and had the corner of his property shaved by a realignment of the sidewalk. He granted no easement to the township. His survey monument was removed in the process. Now when people use the sidewalk, they cut across his property. CME promised to correct the problem several years ago but to date they have not. It would be a compliment to call CME's track record on property research sloppy. Can you say, "Gerard Avenue"? If they ran a sidewalk across my property I would hire a backhoe and tear it out!

About those Council salaries. Maybe it's time to make it all-volunteer. The Board of Education oversees a budget approximately four times that of the Township and is (I believe by state statute) completely unpaid. Let the mayor and council be there for the good of the community, not as a supplemental income source. If Vinci can't handle that, screw him!

Hey did anybody else not see any of the newly announced democratic mayor and council candidates at the beach clean ups today?

Wait that would have required the candidates to ACTUALLY SHOW UP at the beach cleanups. The only ones I saw were Councilmen Raymond and Perry. Thank you to both of them even though they are not seeking reelection. That says a bunch about their dedication to our area. The new prespective candidates we must assume had instructions from Norman Kauff who told the 2009 candidates to stay home.

As for the republicans I don't care about them as they are DOA before the crash truck even arrives. Norman and Corren never gave a damn about Cliffwood or Cliffwood Beach and obviously Kauff still does not. Did he write of our areas already by not even having any candidates other then from Starthmore. Or as we call it over here "THAT PART OF TOWN THAT GETS TAKEN CARE OF".

Thanks to the democratic candidates from this one voter for your all to telling dedication to the voters of "that part of town".

If you live in Cliffwood or Cliffwood Beach make sure we remember how the prespective mayoral candidiate Fred Tagliarini, Councilmen Cannon and Lauro along with Councilwoman Montone ignored "the jewel of Aberdeen" today.

Maybe Norman and the democrats had another SUNSHINE LAW VIOLATING breakfast strategy session this morning.

I would also like to commend all those who came out this morning to help us with the cleanup. Those of us who live in the area enjoy our beachfront in spite of the political wrangling it is used for. It has been some time since the beachfront has been used in a political literature though. There were some rumblings recently for some walkway and that would be nice. I am left wondering and would like to ask the local leadership who in spite of recent claims by an anonymous posting that "aberdeen council people and the town leadership do not read the aberdeener". Yeah right and snow falls from the sky in July too. Whatever happened to the promised skateboard park? Just another broken promise? Just another "just tell them what they want to hear and they will go away" leadership manuever. Try again.

The council and more all watch this site. If they don't then too bad for them. The sentiment of many that is posted and also read is done so by far more then they may may think. Keep dismissing those of us involved in our community who consider being involved with an aberdeener or matawan advocate type site as being our civic duty. You may dismiss us and that may certainly cause your dismissal in the fall.

A special thank you to Frank who is always there for us in the beach area. Also to the environmental board who goes above and beyond.

I would like to remind your bloggers that Vince Vinci has 2 beautiful grandchildren that attend our school system. Posts like the one by "Pwr2thePeople" are sad because they basically state that you can't wait until this man dies. Adults, no matter how frustrated, shouldn't be so crass. It only serves to show YOUR bad side. In the instance that his young grandchildren may read this blog, or have friends that may read this blog, I would like to ask that you consider your own children and grandchildren and how they would feel if they read or heard such derogatory and cruel things about you. Your frustrations should be voiced at a council meeting, not here where children who are innocent of any perceived wrong-doing may feel inadvertenly persecuted by virtue of their relation to this man. Thank you.

I disagree with the post just prior to me. Another anonymous posting concerned with the Vinci kids. I read the entry by powertothepoeple to mean that most often when such facilities are named for someone, DESERVEDLY OR NOT, the person is usually passed on from this life.

That is most often true with a couple of exceptions like the Florio Aquarium in Camden and the former Brendan Byrne Arena in East Rutherford. As for Vinci's grandkids somehow being negatively affected, I doubt it and I ask you a question or two.

How many children has Vinci negatively affected during his time on council? This I ask of you as Vinci sat there, under obvious Kauff control, all of these years while Vinci sat almost silent on school budget after school budget reviews passed through his hands. Vinci sat silent as those obviously and purposefully inflated school budgets passed by almost untouched by our supposed town leadership, with little if any substantive changes "for the children" we are supposed to be mindful of, now much less the overburdened taxpayers with and without children who foot the bill. Maybe I am wrong. Is it only the children or grandchildren of hack politicians like Vinci that seem to need protecting? Let us all know so we can tread lightly around the great and powerful Vinci.

At this time I will also point out that the "NO COUNCILMEN or LOCAL LEADERSHIP READ THE ABERDEENER" thing is out the window.

Ask yourself how many children were negatively affected by Vinci and his cohorts overtaxing the parents and grandparents through the countless changes repeatedly orchestrated by Kauff. All which Vinci without question approved. Vinci helped to approve C.M.E. and other professional fees constantly under Kauff control all to inflate the costs to the municipality, businesses, developers and homeowners. How else do you think a town this size spends over $1.5 Million dollars a year for engineering. Ask yourself why is Middletown the only town setting in motion to have an in-house engineer. The savings are worthwhile for them why not Aberdeen? Only Kauff knows that answer. Well, Kauff and his CME of course.

Where is the concern from Vinci over the negative and short time changes in leadership for Aberdeen, which has been as of late to be a Kauff orchestrated mystery once again. Where was the "Vinci concern for the children" for the manager pushed out the door so abruptly?

Vinci and the others over all of these years of Kauff dominance have not given a damn about the taxpayers, students, seniors and more of us unless it was election time.

While I did not read into the "room temperature" statement like you did, I do think you overreacted.

Finally the suggestion of council meeting attendance is mute. Far more is garnered from this site and others as Kauff and the others are so very afraid of this site, which they cannot Kauff control. They can count heads at a council meeting and intimidate or reward with a job as needed. Right Big Joe? These sites and the people voicing their opinions scares them to no end you can be sure.

Consider my point of view completely before criticizing or defending the likes of a Kauff or a Vinci.

The damage done by these two men and the others Kauff controls against the children of Aberdeen will not all of a sudden go away by putting "Mr. Babe Ruth" on the ticket. He is not as popular as Kauff and others think. Nice try though. I like Fred but as a politician he strikes out, again.

I was not defending Vinci. I was only taking into consideration the feelings of his grandchildren. As far as you thinking I read too much into "Pwr2thePeople's" statement regarding "room temperature," you can twist this all you wish, but the poster's intentions were quite cleary stated.

Yes, all the children of this community have suffered due to the over taxation that we have here, however, to claim that Vinci is solely responsible is ridiculous. For you to single out his grandchildren shows that you have a bone of contention to pick.

For you to think that 4th graders (his granddaughter's age) do not hear about this blog or read it, you are underestimating the computer saviness of 10 year olds. For you to think that Vinci's grandchildren "deserve" undue criticism and disrespect is all too telling of your bitter and sub-human nature. Life must have kicked you in the ass when you were down. Why else are you so rude to insult 3rd and 4th grade children? Is it because you can't win an argument with an adult? Is that why you must pick on children? I would examine my conscience and actions a bit deeper before attacking children.

I am a firm believer of what goes around, comes around. I wouldn't wish this type of treatment on ANYONE'S children.

One day, your children and/or grandchildren may be the target of some adult's nasty rhetoric. I hope you have the same cavalier attitude when that happens.

For the record, I am not a democrat, I am not a Vinci fan or relative and I DO understand what has been underhandedly happening in this township for decades. However, as a parent, I don't understand how YOU could agree that being rude to a child is OK.

I read both the anonymous posting about the children as well as the one by batterupdad. I agree 100% with batterupdad. There was no insinuation that someone wished someone of prominence or political self promotional like a politician should be dead. The statement that such name changes come after someone achieves room temperature is a widely known saying and I feel did not wish any ill will or a quicker demise to anyone.

Granted politicians are like cockroaches to most people as they are similarly a nuisance. But to say that the term room temperature was somehow derogatory was childish and relatively defensive. I mean obviously someone related to Vinci was offended. It was that obvious. You should understand and be a little more thick-skinned as people do not as a rule stand up for politicians. We see too many examples as to why they are more akin to the cockroach then they could ever be to being truly considered a public servants.

AGAIN...I am NOT a relative! I am a mother of children who, if they were to read something like this about THEIR grandfather, I believe they would be seriously upset. It is called "empathy." Look it up.

I also know for a fact, that this blog is discussed in the school corridors. How do you think his grandchildren feel to hear such insinuations? Whether or not they are true is not an issue. The accusations posted on this blog are not only entertainment/venting for the adults, but fodder for the students in this district. How jaded they must be by now. We are really doing a mind job on our own kids. Something to be proud of, I'm sure!

My point being is that if you want to be taken seriously, perhaps the comments left on this blog should be less "FU" and more constructive. All this blog does is show how angry people are. Angry and bitter. I feel bad for all of you.

They should be worried every single day until election day. People on this site whether you think it is one or a thousand have the right to protest, blog, throw a tea party or sit silent in their homes worrying about how they are going to pay their bills because of the high taxes caused by crooked politicians. That is their God Given right.

Fortunately, this blog meets all criteria for "journalism" and, as such, I'd be protected under the shield laws. Additionally, I only target public officials who have a far more difficult time suing for slander/libel, as some have already discovered to their dismay.

While much of what is posted here is topical and very informative, one persons fears that a child might hear that GRAMPA IS A CROOK, is very excessive and shows a penchant for an alarmist slant. Let me Soap Box you think Vinci is an honest, forthright and dedicated public servant. Many doubt that to its core, and the evidence to the lack of service to the community is overwhelming. Just look at a man who takes money to run his own campaign, Who takes not one but two unrestricted land FAVORS from connected entities. The list goes on and on for Vinci and all of the others. But somehow you worry about something that might never even be a possibility. Slim to none would be the bet on that. It is said that Vinci knows all about the numbers. Ask him.

The politicians in Aberdeen have gotten a pass for far too long. A more concerned, informed and economically damaged taxpayers are rising up and making themselves heard, LOUD and CLEAR.

Kauffeconomics is coming to an end and any candidate or corrupt cohort is also open to public scrutiny and more. They want to be in the public eye as supposed leaders of the community, well get ready for more than one eye to be put on the Kauff connected. And the candidates better not think they are getting a free pass. They have heard all of the rumors. they know all the costs to CME and the others. And finally they know that Norman Kauff is evil personified. You want to lie down with dogs you get the same fleas.

But our Soap box heroine did not really respond to any of the points on the damage to any other peoples children done by Vinci? I love it! More people are coming out from other areas besides Strathmore and voicing their concerns. Starthmore has been a safe haven for Kauff for years but with other people making themselves know in Cliffwood and Freneau Norman has problems, and the problems are growing. I love it.

How is it that pointing out that most often when ballparks, streets or buildings are named in honor of people, it is most often done once they are gone. That was the point the posting was bringing about as I saw it. How did it warp into some perceived attack on children? I agree it is a very long stretch to say such a statement jeopardized or informed someones kids. The back and forth has buried the topic for most of us with the give and take, defend and protest. That I think may be the political point to merely distract most of us from the topic. A political ploy? Who knows?

As for areas of our town are all the same. They all have problems and the never ending posts and concerns over sidewalks and roads should not be an overwhelming concern or tool of division. Just like whether your road gets paved should be some big vote getter. That has been the obvious tool most of these years. The amount of money on road paving needs to be looked into. It is not how we should gauge our leadership.

I usually am just a reader to this blog, but I have to comment on the previous comment that the many of the writers on this blog are actually the same person just using multiple names.

While I don't believe all of the messages are from the same person, I do believe that many of them (both pro and con) are from the same people just using different names. I am a teacher of writing, and very similar writing styles appear throughout the messages on this blog. The odds of different people using the exact same writing style would be very great.

It seems clear to me, in my professional opinion, that there are probably only about five or six active writers (again, both pro and con) on this blog.

I have no doubt others might be reading these pages, but there are definitely not as many actual writers as some would like us to think.

A person can disguise their writing only to a certain extent. You can't hide your thinking process and the telltale signs of similar writing patterns are very evident.

So again, this is not meant to be a pro democratic message, or a anti democratic message. There are definitely parties on both sides who are attempting to inflate their numbers with multiple postings.

I just wanted to give my observations. I will go back to just reading now and do not intend to respond further.

Just look at the writing or texting effects that technology is having on our children. If you want to express your considerable opinion try that subject. 1. Call the Asbury Park Press and tell them you are going to the next Town Council meeting to ask some tough questions and ask the reporter to show up. I believe it is Sametta Thompson.

2. Go with all of your questions, questions about CME, Kauff, secret meetings, etc.

3. Follow up with the reporter, see if she will print anything about it, get some of your friends to show and keep asking these questions you have. Maybe she will go to print with them.

4. See what the council denys, it will be in the minutes, others will hera the denials and maybe the press will print it.

What will this solve? Well, first you can get all of your denials you are looking for and secondly if they say in the future they knew nothing of these topics you can have a record of yourself asking these questions. It will be in the minutes, others will hear it first hand and if we are lucky the press will cover it, maybe look into it further if you are convincing enough. No one on this blog can say the township people don't know about these questions because they don't read this blog and you can get some satisfaction by helping out your town Aberdeen. Maybe you can uncover something? I wish you good luck, hope you come to the meeting, bring some of your neighbors and ask these tough questions you have.

I made the suggestions about attending the board meeting, post on here regularly, attend a good deal of town council meetings and attend some board of ed meetings. I live in Cliffwood Beach, vote and hate CME and believe some things in town need to be changed and some people too. I wish Perry was running for re-election and see some good changes happening, I like that the budget passed and glad Joey Warren is now on the BOE. I think O'Malley is doing a good job; I hope he stays and find Sherlock a good break from some of the ridiculous posters on here. I think this blog offers a wealth of information to us in town, I just think some of the posters are insane! Keep up the good work Joey!

I am again amazed at the number of home bound TV remote using detectives, writing instructors and more that are on here who know everything. I am then left to also wonder if any law enforcement authorities are on here as well. Our locals don't count as they know all too well the dire connections between police and politicians. It is a secret wink, wink and a head lifting kind of acknowledgment they all use. Always has been and always will be.

I can only hope that our county officials are watching and building a case. If not all of the millions spent on law enforcement will just be a politically controlled joke. Just like the leadership in Aberdeen.

The case involving a blogger who posted defamatory comments on another site's message board appears to involve several issues - First, does the blogger have a status of a "journalist". Second, when she posted the comments, was she acting as a journalist. Third, are the comments slander (oral) or libel (written). Fourth, who has jurisdiction - the location of the aggrieved, the offender, or the site.

I believe the plaintiff loses on all counts.

First, the blogger is plainly acting as a journalist. Second, it doesn't matter where a journalist posts his articles. Third, electronic publications are still considered "written" and libel has a higher threshold than slander. Fourth, giving jurisdiction to any place other than the defendant's, would have a chilling effect on free speech rights.

My guess is the blogger will contact EFF.org and they'll get the judge to dismiss the case.

The Kauff antics are penny ante pay to play tactics engineered by in impudent man who's made the appearance of impropriety synonymous with his name and the puppets that he pulls the strings for. Kauff is like the "Music Man" who got his believers to believe that he knows what is right for Aberdeen to a point where those followers stopped questioning the obvious. In the end Kauff will only be known for knowing his way around small town politics. Kauff and his buddies are hacks who depend on political appointments, and not qualifications, to get jobs and contracts. Why not believe if it pays off?! Don't be silly, personal integrity does not exist in the world of Kauff.

Minotolo is the one that I am curious about. He was a Kauff believer for years and has never explained himself except for that ridiculous letter he wrote before the last election. Has he ever disavowed Kauff? Has he ever come clean? After all, he never led the vote in the election and always depended on the balance of the ticket to get elected. Is his interest purely vindictive? Will he explain himself? If Kauff kicked him off the ticket before he saw the light, would he put the light away if Kauff invited him back?

And then there is Democrat Fred Tagliarini. Previously a Republican that openly supported Aberdeen Democrats and now a card carrying Democrat. Democrat Fred Tagliarini: What the heck does he believe in? Has he always gotten what he wants from Kauff? Has he ever voted against the Kauff initiatives on Planning Board? Is he Kauff's new puppet, now that Sobel is moving out of town?

That is right I have been exposed. I am the aberdeener and every single name who has ever entered a name or a subject on this site since it was created. wait I should know that since I created it and every word spoken or printed has been my own.

I just thought all of us could use a good laugh. The others which would then be me, now that I have been exposed by the writercritic and the others who slander and question our involvement, all so anonymously of course. But after all they are authorities on each and every subject. Or is it just me? Wait they could also be me.

Am I a self hating individual looking to repent under all of my names under my secret or not so secret indentities, which have now been found out and blabbed to the world without any proof or real names by those who make such claims against me. Help I think I am Norman Kauff and I control Aberdeen, this blog, the weather, global warming, gas prices, political outcomes, CME, the council, zoning board, planning board, managers, school districts and more. I am after all Norman Kauff. Am I?

Sure this has been laughable but the situation in Aberdeen under Norman Kauff is not funny in the least. Norman knows it and soon many more shall know.

Lets get back on subject. the trickery that will be the local budgets. Thank you very much. We all know that the right choices will not be made on behalf of the citizens and town employees. You can be sure that the connected will benefit from this budget and the capitol improvement program. They always do right Mr. K.?

It boggles my mind at all of the politically connected money that will be given to professionals, political hacks and all of the rest of the vultures that will feed off of the Obama stimulus monies. Somehow all of our money will go to everyone but those who put in a fair share. Just today they announced millions and millions of dollars for the poor and vulnerable in New Jersey will be given out from the stimulus monies. When does my families check arrive?

On the budget subject it seems the pension deferrals are a big mistake. That is except that it does make it look as if leadership is doing something on behalf of the people. It is as has been pointed out most often being done with votes being the driving force. Votes are the real target of any budget band aid like these budget proposals are.

For instance increasing the road program does little, except to ensure votes. This has been the centerpiece of the Kauff vote-getting plan for years.

Cutting employees during such processes makes many wonder how and who is selected. Many also wonder if any politically favored or the good time types might be protected for their obvious abilities above others who do actually work. This is a double edged sword on the subject of votes this as employees and their families vote too..

I could tell you if I was to be targeted at my company for layoffs I would show at the next Board of Directors meeting and express myself loudly. Perhaps loudly might be a big understatement. I would begin by pointing out as to why the CEO's good-time girl or guy was not cut first if that was the case. Then of course it will be the executive bonus plan, golf memberships, helicopter and car service expenditures. The lists of upper level management goes on and on and on.

A true review of corporate budgets and cuts that must be made in times like these are most often made to ensure profit and revenue. That should be the primary decision in regards to those who actually do the great majority of the work. Aberdeen as is pointed out by Mr. W. has shown that Aberdeen has employed every trick and tool at their disposal in the past few years. Somethings never change, one is how budgets are put together and the other is political protection.

Every company has one of the aforementioned good time guy or girl. They seem somewhat un-touch-able. It is most often and unfortunately for being so touch-able.

I guess we can only hope that any cuts will be done fairly and after much review and analysis if it comes to that. Cuts would have to come of course after serious analysis as to each persons duties and true responsibilities.

The taxpayers and even those cut would truly respect a fair evaluation process. That is as long as it was done fairly and instituted justly and with compassion for those affected. When I was laid off this year it was with advanced warning and compassion. that helped me when I went to look for my new job. Don't get me wrong the severance helped.

Michael Gross learned from the master so he is not going anywhere. Gross learned from Malachai Kenney. He was the arch angel of union contracts. He was able to negotiate for TOO MANY YEARS the contracts here in our district. What was very questionable was that he negotiated far better and more costlier deals here for his union, while settling far easier elsewhere. Why? Who knows. You can be sure his student, that was our Mr. Gross, knows how to hold on and milk a position like he has enjoyed here for many think, far too long. Too bad for us taxpayers.

Malachai Kenney often represented the school district in negotiations did he not? Perhaps it was an error. perhaps I am in error. The man was a fixture for many years and like most lawyers was not well respected. Imagine that the word "lawyers" and "not respected" used in a sentence together. That hardly ever happens?
Sure it doesn't. Either way I don't like Gross, Glastein,and a few other administrators who are similarly "hangers on".

I agree. How is it those of us who discuss, point out, criticize and more are supposed to be held to the higher standard of proof and truthfulness.

None of us took an oath of office to serve the citizens of our communities while using the word God to solidify and recognize such an oaths importance. The oath said nothing serving political bosses. Did it? That is what every politician needs to remember before pointing fingers at anyone else to merely deflect the blame they know they themselves caused.

When Vinci and the others return to serving the public, as they swore to do, then they can stop worrying about the effects on their loved ones.

To the last anonymous, I can only say that Mr. Warren is just and true.

He has made it clear that although he does not personally wish ill fate upon others, he will nevertheless fight for the right of others on his blog to express their wishes of ill fate if they choose to.

I personally do not wish for anyone to be hit by a train. I find it very offensive that anyone has so much hatred in their life that they would wish death upon another human being. However, I just thought it important to express that I know Mr. Warren will be equal handed in his running of this blog.

I am sure he will have no objections to the same attacks that have been made against others now being made upon him since he has chosen to join the ranks of an elected official.

He may be the President of the United States elected by 52% of the vote. But President Obama now unashamedly says that advanced interrogation techniques are torture.

I wonder what type of advanced interrogation techniques he would have authorized if we had Osama Bin Laden in custody *no thanks to Bill Clinton of course who let him go* and we could have used advanced interrogation techniques. Imagine if we had been able to get Osama Bin Laden to give up the plan for the planes into the trade Center buildings, saving 3000 AMERICAN LIVES that fateful day.

I would have to think that those 3,000 people killed that day would have done the water boarding or anything else like that themselves, had they been able to.

Did the poster say anything about Kauff, democrats, furloughs, Whitman, McCain or anything else? NO it did not. The previous posts unfortunately seemed so quick to jump on and somehow throw Kauff into everything. That tells me a lot as well of the Kauff defenders and democratic protectionism.


I think that post by whathappenedtoamerica was to make all of us think about the changes for good or bad that are going on. Do not allow yourselves to be pigeonholed into so quickly attacking and defending. Try thinking about the points whathappenedtoamerica was trying to bring up.

It is obvious that Kauff is our biggest problem from all that is so quickly defended, ignored and worse by some here. I myself found the subject on the speech and the Obama first 100 days to be a welcome break from anything and everything Kauff.

As a municipal employee for the past five plus years. Myself and many of my fellow employees are of course concerned over the budget problems facing municipalities and school boards statewide. As a 45 year area resident I am also certain that all services will still be provided to the community. we can also be certain that every revenue source, consolidation, budget cut and more is being implemented every day.

The problems most towns face did not come to be overnight. The solutions will not come quickly either. As one who was on the outside looking in and is now on the inside looking out. I can assure you it is not always what it seems to be from the outside.

Most every employee I work with have numerous duties and responsibilities under their one title. In most every case under the one salary, which many would be very surprised to look at for the number of duties and responsibilities that paycheck covers. I myself started out as the Code Enforcement Officer over five years ago. That position
and its responsibilities has grown significantly over the years. That is no different for many of my fellow employees, who are doing double or triple duty if not more in most every case.

It may seem to be a cliche but I can assure you it is not. I cannot speak to most every towns budgets or employee numbers. I can assure you that in Aberdeen most every employee is working diligently and is responsible and accomplishes far more then most people think. It is politically expedient to criticize municipal government especially in these economic times. The average employee is not the cause and too often is the initial example thrust into the public domain. Most people say it is just a local problem as they look at their tax bill. It is far more then that under many unfunded mandates and more that come all the way down the chain.

In Aberdeen the numbers of employees that provide the services we taxpayers and residents depend on, are if nothing else the bare minimum in most every single instance.

Please know that your public employees are working hard on your behalf. As a for instance most often when a fire call comes in during the daytime hours the majority of the first responders immediately come from the Aberdeen Public Works Department. Most people do not know that in town but are no less thanful when they do arrive. I can assure you their dedication saves us taxpayers from the extreme costs of a paid fire service. Many of us would not care to know how much that would increase our taxes.

Thank you for your time. I hope this gives you a little inside look. Also perhaps some assurance may come from my posting on here that the 15% of your taxes that run your entire municipal government is prudently spent.

Back to the topic of the budget, I see Perry was the only one who voted NO.

Town Council gets $57,698 in salary, come on! More than $8,000 each?

I also know that the school board eliminated the postion of security at the school but the township has put in a school police service for $50,000, does anyone know if this is to replace the old position? The BOE wasn't very forth coming with any info.

The road improvement program is a joke. How could it cost this much every year? The maintenance of the Free Public Library is $704,000? Why is it so much? The upgrade to the range is $100,000? What is wrong with what they have there now?

Basketball court $240,000? and are they adding bleachers for $19,500?

This budget is so wastefull, it is SAD!

I'm not allowed to discuss any personnel issue.

However, I can tell you the Director of Security position has not been presented to the board for renewal.

Security practices have been implemented over the past year and there's been a substantial drop in vandalism and violence. The superintendent is confident that security will not be compromised and I trust his judgment.

I don't understand if Kauff has done so many illegal things why is he still in office? I don't doubt that he has done some of the things that people have said he's done. Why not go to the papers?Find a reporter who will be willing to look into all of this. Get the Feds involved? This town is going to hell in a handbasket. Something has to give.

In our district we have two police departments. Two police chiefs. About sixty police officers and out of all of that we have one DARE Officer or an SRO type officer in the schools. The budgets for these two departments run about $5 million dollars a year. That I know of Matawan does little to contribute an officer to a DARE program or anything else. Even though they have a lot of Matawan kids in the schools.

As for the school security director that position was way too politicized and involved Quinn, Martucci and BARZA and others jerking that position around. Need anymore need be said? The security director ended up in an office by the athletic department. Then he ended up as a stipend coach for this and that sport. That combination of factors may have distracted him from his initial hiring purpose and more importantly the schools security priorities. Who knows?

All we know is that administrators may be back to running school security. That should leave many of us worried. I know I am very concerned about my kids.

Administrators, guidance counselors and others too often coddle these problem and disruptive kids and that is not good. It has happened before and will happen again. It is up to us parents to keep an active eye on these security changes. I know I ask my kids about there day each and every day. Now I will ask them if there was any trouble and what happened. At least we will get an idea of what they see in school. Then we will have to find out how it was handled.

I believe there is a police officer in the high school and the school district pays the township $50,000 for his services.

As for security, please remember that the drop in criminal activities occurred after O'Malley implemented new security policies. Those policies are being maintained by the principals with oversight by the directors of accountability.

I recognize there's an assumption that if we have one less security officer, we've thereby reduced security. However, that is not the case. His responsibilities have simply been reassigned and we've increased coverage and enforcement through other means.

What are those other means? Shouldn't the public be made aware. What made the "criminal activities" go down? A drug related incident happened just last month. Has drug and alcohol use gone down? How does anyone know that? We don't drug test. We don't have any preventive measures in place. There are no educational programs or activities that will increase students knowledge and respect for the law. No programs to prevent the use of controlled dangerous substances and alcohol. This must be the only high school in the state that does not have these problems. Maybe other schools should follow Matawans lead, no drug testing, a weak school resource officer, less security, no programs on prevention. Then maybe they won't have the problem anymore either.

As someone who has known Joey for almost 30 years now I can assure you he is not a typical municipal or government worker. I read his last post several times before this response and can only think that anonymous has an obvious personal grudge or something. I ask all to read Nsectionjoe last post again and see if you get what anonymous points out and is so disturbed over.

Joey was told by anonymous to get a real job. Joey worked in the private sector after his four years in the service right after high school. Joey spent 25 years in the private sector. Often we would see him leave at six in the morning and return very late only to leave very early again. This was for the nine years he lived in Cliffwood Beach. We know he was offered the position he holds in Aberdeen twice before accepting the third request.

The typical municipal worker Joey speaks of does exist. He is not one of those. I called him last night and asked him what he does. The list was long of his daily duties and I know he is not a liar. You jumped on him wrongly and with an obvious personal grudge. He was respectful and informative in his post and you failed to see that.

As a parent, I support raising the standards in this school district, support the efforts of Dr. O'Malley in improving the district and support this new board and I believe these individuals really want to provide the best education for all the students in this district. That being said, it makes no sense to me that this district is not renewing the teacher who currently teaches TV Production. I will not mention his name on this blog but we all know who he is. This teacher has a passion for TV Production. I have to tell you, my son who is currently taking several Honors classes, has found his passion in TV production. I believe this teacher is a fantastic asset to this school district and I can't understand why this district would want to lose such a teacher.

We constantly speak about hiring the best teacher for the job, teachers that are expert in their subject area, and we have one with the TV Production teacher. Why would we want to lose him. And I truely believe it would be a great loss. This man has put so much into this TV Production class and into teaching the students so much technical, practical and cutting edge material. We finally have a TV production program and teacher who is top quality, losing him makes no sense.

Once again, I can't comment on personnel. However, at the reorganization meeting, several students made an articulate and passionate argument for retaining the teacher. Each board member received a packet with his name on it that included a copy of a petition listing every single student in the tv production classes and a 15-minute dvd presentation about the class.

The board members raised these concerns with the administration and discussed the position at length but ultimately concurred with the administration's decision.

The board takes it very seriously when students petition on behalf of their teachers.

It is sad that some positions have to be removed but we can't satisfy everyone. It is a fact of life in school, at home, at work, etc. Someone always will be upset and I do feel for those students.

Incorrect. I've written previously about criminal activity in the schools. Each year, the school district files a report with the state.

However, you're partially correct in that we don't know what the threshold is for something to be reported.

It is funny how everyone wants to pay lower taxes yet we can't remove a teacher for 3 students in an AP class, can't get rid of a security guard even though they are being replaced by an increased police presence, can't get rid of the TV production teacher or the music teacher. What do you people want? If you want to pay less you have to give something! Can anyone be positive?

Yes I can be positive. I am positive the idea of security being controlled handled and manipulated by administrators will happen. Positively! I also think it will once again be a big mess. Positively!

The past shows us that far too often. Most incidents occurring within schools to include assaults and worse are ALL supposed to be reported to the local police and the state DOE. Such incidents and crimes in the not so distant past were most often never reported to our local police for too many years. No one really knew what was going on in the schools except the administrators who once again seek to handle security. The mandated reporting of all incidents along with the level of injury and worse, was a little secret for too long kept hidden among these same type of administrators. They did not want the numbers to show the level of problems, often serious ones that occur within the halls and classrooms of our district schools.

Do not get me wrong the security director position was a joke. He spent more time in the athletic directors office then worrying about security. We had an excellent candidate to head up security under Mr. D a couple of years ago. He was a positive presence at the high school. But Mr. D. felt personally threatened by the man and he was administratively removed. That sounds all too familiar under BARZA as well when we lost many qualified employees and administrators. But BARZA kept others placated and hidden? Just some examples of administrators handling or mishandling security had students assaulted and the incidents kept quiet. Students allowed to walk home during school after an assault and more. These were just some of the serious injuries at schools that were kept secret. Then there were the legal actions kept administratively quiet over the assaults and injuries resulting from same that were also administratively kept quiet.

How do you think security will be at the high school if Michelle R. stays there? She is afraid of her own shadow much less the students
she can't get away from fast enough at the end of the day. She routinely pushes my son out of the building by 2:30 or so. Even in bad weather. I think she needs to go for many reasons not only her own insecurities.

We all need to watch this administrative security situation very closely. Positively!

First of all, my taxes went up! People keep forgetting that some of us still had ouir taxes raised although the 0 tax levy gimick worked well on a lot of people.
Secondly, the 0 tax levy was supposed to be implemented without cutting services, which we can see(those of us not blinded by because he said so)isn't the case.

The police presence isn't being increased it is staying the same.

Matawan's school taxes went up because of the revaluations, not because of the school budget. The total taxes being collected from Matawan and Aberdeen is the same as last year.

As for services, security is still being provided. The superintendent eliminated a position that he deemed no longer necessary.

Schools are no different then any other place in society as they have their share and varying levels of problems at most every level. This school district, which I attended from 1971 through graduation of high school often had a level of violence that pales in comparison to today. The near riots and societal issues of those times dictated much of the ever present violence and fighting that occurred, far too often in our schools. I recall a teacher who I had found out years later had brought a gun on more then one occasion to school, due to the level of fear and violence in this school district during those times. I can assure you the problems of today are far different, but no less of a security threat surrounds every school system.

The increase in the need for a security director, security staff and police presence is of course necessary. As our society changes so too shall the security responses and level of presence required, to deal with same. It is far more then the over use of a video game or the watching of violent TV shows or movies, which some blame for the increased level of violence in our schools. It is also unfortunately a coddling of troubled students by guidance counselors and administrators in the face of often increased levels of violence. The occasional violence, improper touching, verbal threats, language and more in our schools needs to be dealt with in a stronger, decisive and immediate way. Granted things have changed for the better lately and changes are being implemented but immediate and decisive punitive actions must be taken when one student puts hands on another student, teacher or staff person. I fear that has not been the case in the past in our school system when security was handled administratively.

Far too many parents do not have any idea what goes on inside schools today. The unfortunate situations like Columbine, Virginia Tech and other such institutions of learning, are of course occasional and extreme examples. But the steps along the way that lead to such levels of violence once committed are often followed by recently discovered facts, that certain behaviors and more were not properly recognized or even ignored by administrators, educators, counselors and other behavioral professionals. Those that failed to act in those type extreme cases quick enough or sternly enough, do merely escape responsibility with a "well I" . That is unacceptable as the signs were there all along.

In the most recent event at Virginia Tech a young man had just recently applied for a weapons permit. During the review process by the authorities his very own father wrote a letter asking the police department to not issue his son a weapons permit. That student killed over twenty five people in about a half an hour. It seems that only after such an event occurred, was when the facts of his troubled psychological past came out. In that same instance a very concerned professional in the psych field had warned that very same school administrative personnel repeatedly about that very same student. Those administrators failed to heed or acknowledge those recommendations.

I agree that our security director position recently done away with was manipulated, distracted and improperly controlled from within. Who got who the job does not concern me. The fact is we have police officers who need to be more involved in that which they are trained to take action on or give recommendations for.

It is far too easy to say administrators administer, teachers teach and police protect and serve. All must work together.

I am not trying to be an alarmist. I am just trying to make people realize the reasons our security director position failed to be properly used, as well as why such problems are often caused from within, which can add to the potential for violence. Our schools should not be high security gated buildings. But the administrators need to let those who know how to keep society safe be allowed to do so.

Years ago I had a meeting with Superintendent Quinn regarding incidents in which several students were recently injured. That meeting was in part one of the reasons the very next year a school security director position was put into place. My first words to Superintendent Quinn at that meeting were these "you have no idea what is going on in your schools". It was very true and I think he was embarrassed to admit it to me at that time. The incidents in which students had been assaulted and injured had in fact recently occurred and he did not know they had even occurred, in his school district. In one instance my response to a news reporters questions were printed in the local paper. That was the first time Superintendent Quinn had even heard of those two assaults with injury. In that instance the levels of administrations had for some reason insulated him from being advised. That changed immediately the minute he read that article, while he was home and having his lunch.

Changes recently implemented should be closely monitored. Likewise the use of our police professionals and their expertise need to be properly implemented to ensure a safe learning and work environment for our schools.

The school resource officer is employed to cover the board and administrations ass in case of a serious incident. Ask any student or teacher what he does. Who is supervising him, the same administration who is going to take on more responsibility. If the security position was not properly supervised thats the administrations fault. Now they turn more responsibility over to that same administration. A substantial drop in vandalism and violence, does anyone believe that. What new security policies have been implemented to drop criminal activity? This is the hen watching the henhouse. Mr. Warren agreed to resign if criminal activity rises then admits that the state reporting is flawed. The administration could produce any kind of report you want based on what they report or don't report. The security director position was a joke. Unfortunately as with most positions like that one there was no support. Then of course the stipend coaching money and responsibilities crept in. That was the end. Far too much time was then put to the coaching aspect of his duties rather then security. That is why the position was Security Director not just another coaching assistant.

Nsection I appreciate your insight on the school security changes. I remember when my daughter was in the middle school there were some problems with children getting injured at school. I remember one boy was taken by ambulance to one hospital then to another due to his serious injuries. I am sure that our children must be safe in a place that they spend so much time trying to learn. I also agree that the police need to be more involved. I think the people who run the schools don't want what goes on to be to well known. That needs to change.
