Aberdeen’s Police Contract

According the to the National Bureau of Economic Research, the “Great Recession” began in December 2007. Though technically over, we still have high unemployment, lackluster growth, looming inflation, and unsustainable government spending and debt.

Aberdeen’s police contract
covers this time period, 2008-2011.

As a whole, the Aberdeen Township Police Department, including salaries, benefits, and other operational expenses, will run over $5 million this year. Here’s a breakdown on why it costs so much.

Salary
As can be seen from the below chart, officers received a 3-year salary increase ranging from nearly 17% for senior officers to 63% for junior officers. Police officers begin earning over $100,000 a year after 7 years on the force.

Officers also have the opportunity to earn time and a half for overtime and up to $1,000 a year for unused sick time (not including a lump sum payout at retirement). Detectives earn an extra $3,000 a year.

*During the first year, officers receive different salaries between the first six months and the second six months. I averaged the two.

Sick Time and Vacation Days
Like schoolteachers, sick time is cumulative. Although the final payout is capped, there doesn’t appear to be any barrier to a 20-year veteran simply calling in sick the entire last year of service.

Police officers receive 15 sick days per year in addition to 15 vacation days. (20-year vets get 22 vacation days.) Officers have the option to cash-in up to 5 unused vacation days per year.

Job Protection
Also like schoolteachers, police officers are protected by seniority – any reduction in force would first hit the most junior officers.

In addition to a $2,000 deductible, here are their out-of-pocket expenses:

Retirement
After 25 years of service, through the Police and Firemen's Retirement System, officers can retire at age 55, with full health benefits for life, and a guaranteed pension equal to 65% of their final year’s base pay.

New Jersey residents have the nation’s largest unfunded pension liability per capita with a total unfunded pension liability at $53.9 billion. That’s on top of an unfounded liability for health care costs at $66.8 billion. By comparison, the entire state budget last year was $29.4 billion.

Naturally, living in a free, secure, and healthy environment is worth all this and much more but that’s not how prices are set. If they were, water would cost more than gold. Instead, the only question is cost – How much does it cost to attract and retain a highly motivated and excellent police force?

It would be nice to think $5 million a year is enough but we all know that number will be going up and up and up. >>> Read more!

BTW - I do not see anything that mentions officers being provided a cellular telephone. Is it possible that all of them are using a personal device? Not. Is Kathleen Sisti related to any township employees? I would love to know what that Hackensack law firm charged to manage the negotiations and draw up the final document. God save us.

$5,000,000,00 must be a misprint? Either that or the Aberdeener man is playing an early April fools prank on us. Which is it? We see officers drive down our street and others pulling people over all the time over here. My wife and I both work very hard to try and keep our home and think we went into the wrong profession. I now see clearly why people are fed up and fighting back against the political structure that has allowed such an extreme cost for police in a small town like ours. Our politicians and corrupt political structure has sold us taxpayers a bill of goods and promised those who put their lives on the line daily salary and benefits that taxpayers cannot afford. Benefits given after years of political trickery and very expensive and very flawed promises made to garner votes. Promises made too often just to gain key union support. That is the root cause and the main reason the publics outrage and likewise the union fervor has reached new public levels of outrage. Likewise taxpayers doubt politicians when such numbers exist without any real explanation of need to people barely holding on to their homes. It goes without saying the monies given as shown on this post have climbed at a very shocking pace compared to 80 percent of average workers in America, much less New jersey. I myself would like to see the salary of the youngest officer all the way to the most senior officer with years of service shown. I would like to know when the last time if ever a total review of performance and efficiency has been done to ensure we get the most for every tax dollar. Where we work such reviews come every third year. The $5,00,000.00 number for a small town police force screams for such a review. We need their service at a reasonable cost. Is it reasonable for the taxpayers in Aberdeen? We don't think so at this point. Maybe it is time they develop that property across the street and get some business tax relief. I am very torn on this subject and feel the cost for police protection may have reached a questionable level of real affordability.

I would like to see a breakdown of calls as to accidents, crimes, first aid calls and such. I respect the workers but point to the recent discussion on here of our communities police responses and activities not being printed in local papers. That could help us all to see what is going on in town and perhaps be forewarned and more alert. It seems to be very secretive if not publicly disclosed like many other towns who do publicize such activity. Many would say that Aberdeen is far from an open book as far as its control, true leadership, lack of our leaders independence or even its lack of a pay to play ordinance that allows our thoughts and some others contempt to run wild while feeding the doubts and vocal mistrust of our leaders to flourish for some on here.

My apologies. Went through the budget again. Didn't realize there are two line items for pension - I'm guessing one for employee and one for employer. Crunched the numbers again and we passed the $5 million mark last year.

Why does everyone miss the point that its the schools budget that is causing the tax problem in Aberdeen and Matawan? Yes, the police are the highest budget in the municipal side. Someone has to be the highest. The other part that needs to be caculated into this number is how much revenue is brought in to the courts and put right back into the towns spending pot? This money may cover a large amount of this budget number for the police department. Is it used for the department? Probably not. Thats not the police departments fault.

Nobody's suggesting we don't need the police. Any police department doing its job will bring in about the same amount of revenue through tickets and fines and the like.

The question is how much does it actually cost to attract, retain, and motivate a top notch force?

Aberdeen is spending over $150,000 per officer when you include the unfunded liabilities. Is that how much it costs? Or is Aberdeen spending too much?

As for the school district, we can cut there as well. But we need to cut everywhere we can. We simply don't have the luxury of spending money we don't have.

Show me one teacher that works 12 months a year, works overnights,works weekends,works holidays (of all faiths), misses birthdays and family outings, and is expected to come to a conclusion no matter what the problem. Talk to the officer's family from Lakewood that was killed execution style. Or the officer in Paramus who was shot several times all within the first 2 months of 2011. Maybe they can point out why no teacher with 7 years makes $100,000.00 a year.

Speaking of Police what is going on with Alston? The suspended Chief of Police-Matawan has two hearings/court cases pending. Why the hell is Matawan paying him? Why are the hearing officers dragging their feet? Matawan residents need to know - Matawan residents deserve to know why they are paying a Chief to sit home and do nothing but sue the Borough. What a joke!

Are you kidding me? You are speaking about privatizing police? Think back in the 70's and 80's when the police made a lot less money. They were actually very underpaid. There was so much corruption it was completely out of control. Look at all the prisoners getting out now for crimes they were convicted of in those days. You get what you pay for. Aberdeen and Matawan police give great service to the public and response is always quick. They bring in a large amount of revenue in the courts also. The police is not the problem when you look at the money wasted in so many other places in both towns.

If you think the police bring in the same amount that it costs to have them you better get off the crack pipe. The fact that they don't print in the newspaper how much or how little the cops do is some proof for some of us. Lets say the numbers are right and we have 30 cops getting paid enough to cost over five million dollars. Cops would have to write 1,000 summonses at $175.00 each to generate their own pay. They do not do enough to earn the reported amount in a town like Aberdeen ever. They are just pawns just like us. Go after the liars that have been in Trenton so long the chairs are sunken into the floor. But the cops will soon be telling you that we will be in peril if they get cut. Don't believe it we need them but thats alot of money. Too much money for me.

The municipal court generates $440,000 in revenue. A portion of that comes from police action.

By contrast, parking meters generate $100,000, inspection fees $150,000, and uniform construction code fees are $200,000.

However, I think this line of reasoning is misdirected. The police department is not supposed to be a profit center or even self-sustaining. Their job is to serve and protect and I believe they're doing a fine job.

Are the cops well compensated? Absolutely. Should they expect any more big raises in the next few years? Absolutely not.

Is it any of Joey Warren's concern? About as much as the salary of a New York cop, is mine. Not at all.

That really is too much money for this town. People need to get realistic when cops make 100 thousand after only seven years working. Teachers don't get near that number after seven years with a doctorate. What other job does that happen in after seven years. I looked at the link to the contract and could not find anything on those police salaries. Where did you get the monitary number from Joe? I have seen their contract and new officers start in the mid low 30's. After the academy, new officers go to the upper 30's.

Don't go there about the time off copper. 4 on 4 off schedules, overtime and comp time at time and a half, 16 sick days and an average 20 vacation days a year. Do the math copper. The average beat cop works far less than 180 days a year. Don't forget that when the teachers are off guess what? NO PAYCHECK. I've worked as a teacher with a masters for 30 years and just reached 90 thousand.

This is simply no longer affordable. By comparison, the chief makes a paltry $140k and has responsibility for the entire department. Compare that to a 7 year veteran of all 28 years old. Firstly the sad truth is that there are many proud hard working union workers who have been sold a bill of goods by their union leadership along with the politicians they trusted and lobbied for favors and more for decades. These unions leaders have millions in members dues at their control every year and that money has too often gone to the same politicians whom were trusted along the way to do the right thing for these same unions. The politicians in Trenton didn't do right by the members who they promised the world. The depleted union pension funds that the union members entrusted with Trenton politicians are the true criminals. Secondly for too many years cop, firemen and teachers made very little pay in comparison to seventy percent of workers. They traded money early on for pensions and benefits at retirement. Now the politicians who promised union members the world to get voting blocks, big union money donation to political campaigns on a local and national level along with political season labor in workers time and more to get out the vote cannot pay the bill at the end when it is due. Much like the average voter these union members have been lied to at every turn along the way by politicians they wrongly thought would always be there for them. Politicians were there only for the union money, members votes, labor and that is all. Now the same politicians who promised the world along the way are all pointing fingers at Governor Christie blaming him for trying to solve the bloated unfunded system that politicians robbed for years. Many of my friends more work in the unions described above so as we discuss this predicament some think I am wrong when I say that their outrage is misplaced. I try to discuss the true reasons for the money not really being there for them now. I urge them to look into their unions for an explanation as to where all their union dues have really gone to all these years. Once they understand that they like many taxpayers have been used as political tools then they can blame the right people who truly betrayed them. Governor Christie in place for one year now and is taking the brunt of all the blame for bursting the bubbles of lies and thievery done to their pension money, long before his election win. I would urge the union members to go after the liars in Trenton who will go to the podium at the planned union show of strength this Thursday and the politicians will rally up the hard working members of the unions with more lies and fake support as they all blame everyone but themselves to save their political asses. If the union workers don't realize that one important fact then the liars in Trenton win again. I have never been in a union being a small business owner since graduating and I think I look at the big picture. The picture is clouded by all the blame being thrown around by those who truly caused this problem. Time to open up now.

Maybe they will settle our union contract just before the election and use us like the post above says. Makes sense to me. Total police expense $5,000,000.00 Total taxpaying households 6,200 (not including businesses). $5,000,000.00 divided by 6,200 equals $806 per year or $67 per month per taxpayer for 24 hour police services. Again, this number is high because it does not reflect the taxes paid by businesses. Monthly cost per taxpayer is less than the average cable bill. If it's truly about money then stop your whining. If its jealousy, envy, or remorse for the wrong career choice, then go scratch. Enough said.

I believe they give a test every three years for the police job why dont some of you cry babies take the test ( good luck ) , when vinci was on the job 99% of the public wouldn't even think of being a cop because of the low pay. Can anybody spell spoiled? Posts from the obvious anonymous cops who seem to feel like the taxpayers should kiss their feet and let them make 100k after 7 years. Work only twenty five years and give them three quarters of their pay and cover all their medical until they die. You got to be kidding me. Wake me up when the cops finally face the reality of 80% of taxpayers who have to work forty plus years before retiring. These cops may where a gun but it says a whole bunch that they post anonymously. I do that for obvious reasons. Mostly I like being able to drive my car for the rest of my life. Working in the private sector I always have a good feel as to what my worth is or my position is worth to the company. I'm curious to hear what you think the pay should be for a Police Officer in Aberdeen?

I personally belive they are paid well. From doing some google search it seems there right in line with the rest of the tri-state area.

It's not about compensation is about what the taxpayers should pay for police coverage. The unions have gotten over for far too long so it is time that the police and other unions walk in the shoes of taxpayers. The good time is over for all of us, unions too.

I am insulted by the listing of officers killed in the line of duty on here today. It is intentional acts like that used against taxpayers over the years exemplifies the deceptive tactics improperly used by unions as scare tactics. How about listing the number of teachers killed in schools or construction workers killed while working. Police are workers doing a job they wanted to do. The benefits given to them have been hidden and need this exercise in the public eye. If they are not ashamed of themselves and the money they make they would not post anonymously. So much for bravery. They are hiding.

That and their too close and way too cozy relationship with the town council or to be more precise the troll who lives on Justice Lane. That is who has given that union whatever they have asked over the years. How about all of military service people killed in Iraq and Afghanistan? They are doing it for a hell of a lot less and it is a disgrace that many families of junior enlisted are on food stamps! They are the first people that should get a raise.

I agree the police do a great job, but they should not get upset when the people who pay them are discussing their contract.

The problem with public unions is that their leadership uses member dues to support political hacks that will grant them the most favorable contract at the expense of all taxpayers. Private sector unions cannot get that kind of influence as easily and they are bargaining with PROFIT making enterprises. When they do get a raise, I am not forced to buy the product if it becomes too expensive. They should be able to get a better deal if the company is making big profits.

Public unions should either have to give up collective bargaining like the federal unions or they should not be allowed to contribute to the very same individuals that vote on their contracts.

I know someone will come back and say "well you should have picked that career." They have their point well made, but the wellspring of taxpayer money is not infinite.
When it does go dry the public sector unions will be at the mercy of a financial oversight panel appointed by a judge.

This is going happen in a least one state this year.

Posting the names of Officers who died in 2011 is crossing the line. Anyone who has a family member in law enforcement deals with this reality every day. We don't need anyone publishing names. If you are in law enforcement, shame on you for using your comrades names for your own benefit. Law enforcement chose their profession for whatever reason. It is not the priesthood. They know going in that they will be away from their families on holidays, birthdays, etc. They know they will be carrying a weapon and dealing with low lifes every day. If they don't like the job, quit. I'm sure some of our returning Military would want the job. There has to be reasonable negotiation when it come to salary and benefits.

And I do have a family member on the job!

4.5% increase a year said...

I understand the police got a 4.5% raise last contract. Was that for 1 year? If it was true that means a possible 13.5% increase in just 3 years. My last raise was in 2007 for 4 years and was a grand total of 8%.

Time for cops to bring some proof to us who think a 32 man department is affordable at 5 million dollars. I looked up just the top 9 officers. A round figure for the top 9 leadership officers was 1.3 million dollars a year in salary. That is figured without overtime, shift change pay, uniforms, medical insurance and retirement contributions and a whole lot more that seems to be a secret no one wants out in the public view. If I am even close to correct I think that adds another 450 thousand maybe more. That is 1.75 million dollars just for 9 cops that cannot be.

Do we need such police leadership in a town this size. I really agree with a prior post that says it needs to be officially looked into and explained to the taxpayers. Show me what they do in a legitimate breakdown of costs and all. If this towns leadership don't do an efficiency study of that department something stinks in Aberdeen. Stinks more than from the influence and questionable control that is talked about on here. I can't get over that 13.5% numbers in just 4 years of raises.

How would you like to go to work and have some asshole tell you after 10-20 yrs on the job im taking away your pension health care etc wouldn't like would you. You put your name and i'll put mine. As for being over payed just like teachers and other workers throughout the USA we negotiated our contract and if the economy says no raises when my contract ends i'll live with that. No comparable town provides the same level of service as Aberdeen with the same amount of employees.

How much would the average residential tax bill decrease per year if the annual police budget were cut in half?

I wonder if he himself would be the average "Joe" who would even attempt to stop a mugging. I would have to venture a guess that he would not, as he is a coward who hides behind words on a blog.

You can't blame the men and women who protect and serve us. They did not create this problem. If Mr. Warren is so diligent in his research and ability to find public records, why don't he look into the calls for service of the police? Or maybe he can just call the Chief, who from what I hear, he used to parade around town and town hall stating that he was such good personal friends with. Although it's already been said as well, I do find it highly "coincidental" that after he moves out of town, oops, oh wait, out of state, that he then targets the local police. Pathetic if you ask me.

How much do you think you save by merging police departments? Not as much as you think. See if you can find the interviews from Channel 12 news when the topic of making Somerset County a county police department. The amount I don't remember off the top of my head was not worth the move. You will not see savings for years if any and the school district(who you people should be attacking)will still be just blowing up your taxes every year.

While i did not see the news coverage yet i can imagine the hate speech and how in jeopardy we all are as stated by those union officials who make multiples of the salary the average taxpayer makes. I also agree that five million dollars is an extreme amount of money for a town this size. It is all about the money for all of us and it is something we taxpayers are owed. I agree a full accounting from our elected leaders is the only thing that will suffice.

$5,000,000.00 divided by 32 officers = TOO MUCH $$.It has been negotiated by corrupt politicians and unions that think they deserve anything and everything they want year after year. My families finances should not be restricted or negated because former police officer councilmen who also get pressured from the thin blue line. Wait that would be Vinci who steals everything that is not nailed down for himself and his family so he probably learned that from his time in uniform. These uniformed officers need to taste the reality of the average taxpayers first. Many of the houses they watch are vacant and the former tax payers lost everything trying to just pay the taxes in Aberdeen.

Anyone who cannot admit that a 29 year old officer with seven years on the force earning $100k with full pension and health benefits is not overcompensated is just not being honest. This is Aberdeen for heavens sake. This is not Detroit, South Central LA or Oakland, CA. Aberdeen, NJ - let's be real. So now as we confront the fiscal disaster that the state finds itself in, we need all public employees to participate in paying a fair share towards their benefits and hold off on pay increases. Does that sound unreasonable? Did I mention firing anyone or reducing the force? No. Ask yourself this question - if it was really the dangerous job some have made it out to be, do you really think they would take the job? Some I would say yes and others absolutely not.

I don't think age has anything to do with the amount of money someone makes. There are alot of young hard working people who make very good money in society. I believe it all has to do with what path you choose.

I agree the police are well paid. I don't think as some think that $5 million is salaries alone. I believe that to be a total operating cost. Which any person who has ever been in any mangerial position knows this to include officer equipment, supplies, support personnel, training, etc.

So in the police case shot guns, semi-autmatic weapons, rifles, amunition for the weapons, police cars, computers for the cars, camera systems for the cars, maintaining some sort of jail system, maintenance for all the above, oh did I mention the police cars probably use gas. Which everyone knows is reaching $4 by months. Is going to work with a very small operating budget. All these things are very expansive items and a huge costs.

Aberdeen isn't Newark, Trenton, Detroit or any crime ridden city as some have stated before. But it isn't a town full of very low income people either. I don't see a bunch of abandoned burned down houses in town or homeless hanging out side of the hibachi restuarants. I see hard working people who live in a great community which supplies excellent and proffesional services. Are there ways to save money somewhere. Most likely, but I highly doubt abusing or moking someone who works hard and gets paid a fair wage for his proffesion is a way for us to get there.

I'm proud to live in this community and have what some can only dream of.

The reason Aberdeen isn't Newark, Camden, Detroit, or South Central, LA is because of the job that our Police force is doing! Just because you don't read it in the paper or see it on the news doesn't mean it's not there. Maybe, just maybe some or most of our Police force is out there being "Proactive" and preventing these things from even taking place. Ever consider that? I see these guys all around town working and enforcing. Part of what they get paid for is for what they may have to do, something most of us would be terrified to confront. Crime is EVERYWHERE people, and if there happens to be a lack of it in Aberdeen, then that's even more of a testament do the wonderful job that our Police force is doing. My thanks to the Aberdeen Police Force, you're worth the money, which by the way is less a month then your cable bill. Keep up the good work!

Residents look at $5,000,000.00 and say oh my god that is way to much money. If you look at it in a business sense, it really is not much at all. Like it has been said many times in this blog, 600 to 700 hundred a year per household. 60 or so a month for 24hour service is not bad at all. Its not like you are going to get the money back in your pocket if the cuts are made. They will just use it somewhere they want it. If your really waiting for a cut in taxes you are out of your mind. You may see it sustained at what it is now but you will never see a cut. I also agree with the comments about the public library being funded by the public so it should be treated as part of the municipal governments. No surplus and if there is a surplus give it back to the municipality. They should also be audited yearly.

I agree these officers who are posting on here should identify themselves. They just hide behind their anonymity and badges. They will be the last ones to give back and sacrifice for those of us who keep them very comfortable and who they feel owe them in some pyramid scheme where the taxpayer base goes all the way to the top where they sit very comfortably. They sit pretty at retirement and far more comfortable then our own places in life or our future retirement plans. How much has the cost of the police department in town taken away from other services or departments in town hall that we count on just as much? It was insulting to watch the union bigs for the cops and firemen blame everyone. Not one employee was considered. Not one employee agreed. Not one employee or a member of his or her family will vote for any incumbent next election.

Don't blame the employees of Aberdeen blame the typical lying politicians that are all controlled by Norman ABERDEEN IS MINE ALL MINE KAUFF. That is the political lying reality that is Mayor Fred Tagliarini and the rest of the Norman Kauff controlled town council.

This issue deals with more than what the police are currently paid.
Let us assume the following using actual data:

1. Assume the average police officer will work for Aberdeen for 30 years (from 25 - 55 years of age) and be paid an average annual salary of $125,000 during his/her 30 years of employment.

2. He/she will have earned a total of $3,750,000 during this time.

3. He/she will contribute a total of $318,000 towards the pension benefit which he/she is eligible to collect at the age of 55.

4. He/she will now be titled to FREE healthcare for the balance of his/her retired lifetime.

5. He/she will upon retirement at the ripe old age of 55, be entitled to an annual pension of $81,000.

6. Assume he/she will live until 85 years of age - he/she will collect a total of $2,437,500 in pension payments until death.

7. This person will have recovered 100% of his/her pension contributions in under 4 years of retirement.

8. Not including healthcare, sick time payouts, tuition reimbursement, etc. - the average police officer from Aberdeen will wind up costing a staggering $5,869,500. Again, NOT including any consideration of costs related to medical, dental and vision insurance.

This is clearly not sustainable.

If he truly wanted to lead he would stand up against Norman Kauff. He does not do that cause he knows who butters his bread.
