Aberdeen's Revised Budget Needs Revision

Hear that? That’s the sound of one hand clapping. That’s about all the support I can muster for Aberdeen Township’s latest financial masterpiece.

Here are some excerpts from the township’s press release, that beacon of truth.

  • “The 2009 budget is $577,000, or 3.8%, below the $15.33 million allocated in 2008.”
  • “Thus, the average home in Aberdeen assessed at $280,000 will see their municipal taxes increase $52 per year to $1,100.”
  • “[T]he Mayor, Council and Administration worked diligently with the Matawan-Aberdeen Public Library and with the borough of Matawan to obtain a reimbursement of surplus funds, ultimately delivering about $184,000 in funds to the municipality”
  • “Savings from this strategic move [joining the Central Jersey Health Insurance Fund] should be realized beginning in the first quarter of 2010.”
  • “[W]e continued to invest in our future by working on major projects at the train station and Anchor Glass that, when real estate market conditions allow, will ultimately significantly increase our ratables and reduce our tax burden.”
  • “Mayor Sobel expressed his gratitude to management staff, all municipal workers and fellow council members for ‘delivering such an austere and responsible budget.’”
Well, well, well, where shall we begin? Let’s start with the $577,000 cut. On April, 7, 2009, the town council voted to defer pension payments of $457,898. On that day, the Dow closed at 8025. Today, the Dow is over 9700. We’ll have to fund any shortfall due to our deferment. That’s the risk when you borrow money without knowing how much you’ll have to pay back.

Next, let’s look at that $52 tax increase for the average “home”. The average “home” may be assessed at $280,000 but not the average “house”. A cursory review of house sales this year (which should approximate assessments) suggests the average house is assessed around $330,000. Toss in the deferred pension payments and the $184,000 in library funds, and you’re looking at close to $150 for the average house were it not for costly one-time gimmicks.

In other words, if this was an honest budget (i.e. not an election year), we’d be seeing a 25% tax increase since the last municipal election two years ago. Even by the town’s calculations, municipal taxes have increased 16% in two years.

Then there’s the “savings” from the new health insurance plan. I don’t know what the story is, but compare the original and revised budgets for health insurance. Somehow, between April and September, in just four months, the cost of insurance jumped $90,000 (8%). How did that happen?

Then there’s that great abyss the township refers to as “major projects”. Commercial developments would be fantastic for our community. So, uh, where are they? What exactly does “working on major projects” mean when we’ve been talking about development for over a decade? Does “working” mean more talking or can we expect to see a shovel in the ground that doesn’t involve a photo op.

As for Mayor Sobel’s comment that this is an “austere and responsible budget”, I’d find that statement far more convincing if, during this period of great austerity, some of the Democratic Party’s fat cats were taking it on the chin with the rest of us.

There’s our township attorney, who’s getting a $40,000 bump, over a 30% increase from last year. (Sheet 13) And our road improvement program (read CME) remains fully funded. (Sheet 40c) (Correction: The increase for the attorney is likely overstated since some of that increase may go to other line items in the budget.)

As for “responsible”, that’s not the word I’d use when the township’s assets drop one-third in two years. (Sheet 39)

Meanwhile, the town council refuses to adopt a pay-to-play ordinance or introduce competitive bidding for professional services.

Kudos to Councilman Perry for voting against the budget. Unfortunately, we won’t know why for some time. The township hasn’t published council meeting minutes since January. Maybe that’s another phantom savings from the “austere and responsible budget”.

Still, the revised budget spends $60,000 less than the original budget. (Sheet 11) You can almost hear the applause.

Continuing to work on the train station and anchor glass. I don't see any work being done on either. I'd love to know, and I'm sure the rest of the town would love to know, what they've been doing on these two projects.

What do they mean by 'when real estate market conditions allow'? I guess as soon as the market picks up, you'll see some development at these two sites? Does anyone even know what they're planning to do with either? It would be nice to inform the rest of us!

The legal fees increasing by $40K screams payoff and more corrupt money going to Norman Kauff. There is that name again.

The library will come up with a revised and totally needy budget. They will need new programs, computers and more. It's simple you see they got burned by the 'secret surplus' getting out to the public this year. They will not let that happen again.

The healthcare lie is just that, another election year lie. Tell me who's healthcare costs went down in the public or private sector this year or in the past 10 years. Explain the extra funding of the $90,000.00. Somebody forget to dot an I or cross a T?

Major projects Mayor Sobel speaks of like Anchor Glass, the train station area that he says will reduce taxes and increase ratables. More Bullshit! Just like the bullshit about the PRC senior building that was supposed to come out of the ground and to have been housing residents like my Mom this year. Just like the 516 development that has been coming along with sewers for the Freneau people for over 20 years. Where is candidate Montone on that issue since she has sat so silently on Norman Kauff's board. There is that name again. Let Mayor Sobel explain why the man (Stewart Brown) who started to put the Church Street senior citizen housing development on the fast track got kicked to the curb by Norman Kauff. There is that name again. Mayor Sobel says 'when real estate conditions allow' is what our leadership is looking ahead to. Just more bullshit from Norman Kauff via Mayor Sobel! There is that name again.

Ratables is another Mayor Sobel via Norman Kauff joke. Every town wants and needs ratables. That is page one of every town budget. We don't just want ratables we need ratables and we taxpayers want ratables? Why is Norman Kauff allowing commercial property on 34 to be given housing approvals? There is that name again. Towns never give away highway frontage for housing. It seems that commercial property gets these questionable residential approvals only when the unaccountable Norman Kauff is around. There is that name again. Anyone remember who was in control when Windham and wellington were approved? Can anyone say Norman Kauff? There is that name again.

Finally Mayor Sobel thanked the management staff, all of the municipal workers and finally his fellow council members.

In closing the town management and staff better be very careful with their votes this year. Some of these candidates will be the ones who will be the same people who will be laying you off next year.

We residents need to ask these Norman Kauff candidates one question. There is that name again. Who is going to do all of the work then next year? Is CME and all of the other Norman Kauff professionals going to come work and man all of the phones, clean the streets, enforce the laws, give permits, collect our taxes, and more when they cut, cut and cut. Will they cut professional fees next year?

I'll say it now and i'll say it after the election.

TOWNSHIP WORKERS DO NOT BE FOOLED BY THE NORMAN KAUFF CANDIDATES SEEKING YOUR VOTE ON NOVEMBER 3, 2009. THEY WILL CUT ALL OF YOU NO SLACK NEXT YEAR. THEY WILL CUT ALL OF YOU LIKE NOBODY'S BUSINESS.

You can bet your last paycheck that the Norman Kauff, yes there is that name again, professionals will not lose one single, solitary thin dime from their budgeted items. That is Pay to Play Norman Kauff style. There is that name again.

Did they go to the staff and ask for input, cost savings for this year or next? Did they go department by department, position by position or take any steps towards streamlining or implement any cost savings during this important election year? You can be sure they did not want any upset employees and their families voting from a layoff.

There are far more people from the public that are logged onto here on a daily basis then who attend your council meetings the whoile year long. They don't have time to go to your council meetings. Here is an idea film and show the council meetings on the local TV channel for all of the taxpayers to see. Yeah like Norman Kauff would never let that happen. No he won't do that as that would be full and public disclosure.

But you can bet Norman K hates the fact that the public reads what we write and the subject matter that is exposed. That is what you so called council leadership people hate about the Aberdeener and all of us. To #5 anonymous. The very real possibility exists that over 1300 homes could very soon be coming to Kauff, i mean Aberdeen. The number of children coming from any possible increase in housing will certainly pack our already overcrowded schools, is unknown. The lost ratables on commercial properties that could be given the to Kauff favored developers for housing is in the offing. Here is just a refresher on the possibilities.

Anchor Glass site was proposed as some grandiose plan with a group from Lakewood investing in Kauff. Possible number 360 plus commercial and retail space.

Rt. 516 area over the years has floated numbers of 350 to 900 of various home types over the years. The possibility of said approvals comes from within with rumors for over twenty years of Kauff and others on the inside owning some property right in the middle of the development that they control the approvals of.

Hwy. 34 is maybe 45-65 condos

County Road 300+ - low income,Sec8

Various others are sure to line up for their piece of the Kauff pie if another corrupt Kauff win happens on election day.

While some of what is posted here is in fact true, and there are certainly needs for changes, such as the ratables, it appears to me that a lot, if not most, is pure propoganda, such as the shakedown myth,with nothing to back it up, spewed by the same people over and over. I don't consider those people well informed voters.

Health insurance rates for N.J. workers to increase by 25 percent

TRENTON -- Health insurance premiums for public employees in more than 250 school districts will rise by 25 percent next year, after a state commission voted to approve it today.

The State Health Benefits Commission also approved a 16 percent premium increase for local governments.

State officials and Aon, a consulting firm hired by the state, say the higher rates for the schools is due to the rising cost of health care nationally, a change in benefits, and an increase in employees using the plan.

"We're still talking double digits here and it is steep," said Frank Belluscio, a spokesman for the New Jersey School Boards Association.

The consultant projects health care for school district employees will cost $1.84 billion next year.

Nearly 300,000 current and retired school employees are enrolled in the state program, created expressly for districts last year. The number of employees enrolled went up 33 percent this year.

Belluscio said the difference between the high cost of private health care coverage and the state's plan "brought in many new members."

But the school district employee health benefit program still cost the state $45 million last year.

Tom Vincz, a spokesman for Treasury, said the money went toward reducing premiums for school districts. But the commission decided against reducing premiums that way this year.

"The recommendation from the consultant was to not do that," said Vincz.

The commission approved the rate increase recommended by Aon.

William Dressel, executive director of the New Jersey League of Municipalities, said if the state doesn't help towns with the rising cost of premiums, residents will see an increase in property taxes, municipal layoffs and fewer services.

"We have previously asked state leaders to consider providing property tax relief," said Dressel. "We repeat that request and we are willing to consider any workable alternatives."

As for the budget, I believe offering financial incentives to the administrators to hold down the budget will do more for our district than asking real nicely.

Maybe if we gave some financial incentives to our town council they wouldn't be distributing massive no-bid contracts to their political benefactors.

To clarify, the article regarding the health cost increases is months old and has already been accounted for in the current school budget. Not to mention, we cut spending despite the huge jump in healthcare costs.

As for future negotiations, the board will be looking at the total cost of employment, not just focusing on this or that line item.

Hey, Aberdeener, Just like you looked at the total cost of employment when you gave the superintendent his 6.7% increase bringing his salary to $175,000. Did you look at his medical benefits, his laptop, his mileage,his vacation and personal days, his disability insurance AND his professional perks such as his trip across the country to San Diego for a "convention". I'll always wonder how that benefited the kids in this district. Are there no conventions on the East Coast?

I believe in financial incentives. Everything else you list is contractual and is unchanged from the original contract.

If anybody else working in the district is interested in financial incentives, please contact the administration. I'm confident arrangements can be made assuming no interference from the unions.

Even if things are contractual, they still contribute to total cost of employment. I don't see any financial "incentive". You gave him a 6.7% raise on top of what else he was getting. I didn't see any strings attached to the monies you gave him. I did not see any increase in student performance (I did not count any State testing since I know that you do not respect those tests as valid).

In addition to significant financial savings, we also had preliminary state test results, the NWEA results, as well as the numerous program initiatives and some needed staff changes.

Since Dr. O'Malley received that raise, he's cut costs by an additional $200,000 (projected).

Instead of focusing on how much one person makes, let's talk about the district as a whole. As a taxpayer and resident, you should be pleased by the progress we're making both financially and academically.

Stemler, I guess is you watch the board meetings at home you can ask the TV screen a question about why they did something. To say you don't have time is just a lie, I would bet on any given day I am busier than you, with work, kids, sports, time with wife, etc. I do like the idea of having it televised but I do think you need to show up to ask the questions and make yourself known.

The township is not in the state health care plan, so the increase in the artical is not pretaining to the township but to the board of education.... Aberdeener this increase is not until you next budget...... what are you going tot do to control the rising health care cost.

was written on July 22, 2009. And the increases were announched in late June. Your budget was submitted in April, there is no way that you have this in the April budget. Did you use surplus to pay for this increase.

Academically -
1) NWEA scores rose above expectations and this data was shared at a public meeting in July
2) Preliminary state test scores show dramatic improvements and strongly suggest we are above average for our district factor group in many areas and comparable with wealthier districts. I've not released the reports because I'm waiting for the final numbers. However, if you like, I can ask the administration for permission.
3) For the first time in six years, both the high school and the middle school are not classified as School in Need of Improvement or Hold under NCLB

Financially -
1) No tax levy increase and a $600,00 spending cut with a fully funded pension and 2% surplus
2) Additional cuts of $200,000 this year through outsourcing and a new job classification
3) A clean audit report with all past issues remedied

Health -
I've not confirmed this with the administration but my understanding is as follows -
1) We've budgeted $4.84 million for health benefits this "school year"
2) Health cost increases occur mid-school year - specifically in January. Since we never know how much health costs will increase, we budget according to historical increases (around 7%)
3) The impact to the school budget will likely be about $450,000. When considering the above savings, that will put us $250,000 above projections but well within the $1.2 million surplus.
4) We are currently shopping around for other plans so the adverse impact may be further minimized.

I was just at the clerks office and found out that the our township attorney, did not get a $40,000 bump, over a 30% increase from last year the Municipal Prosecutor and public defender was being paid for out of a defferent line item in the past and now gets paid out of the legal department.

The public defender line item for 2009 is 0. The court has been reduced. The Prosecutor and public defender are now budgeted under the legal department, it should have never been under the court not an increase in legal.......

You make a good point. So I looked at my copy of the municipal attorney's fees from 2005-2008 and see he's been getting paid over $200,000 a year, far higher than what he was budgeted to receive. Looks like my numbers are too low.

Though it begs the question why the town attorney consistently earns tens of thousands of dollars a year beyond what was budgeted.

Perhaps I should investigate.

Looks like it came from developer escrow accounts, these are not paid for by homeowners tax and would not be in the budget.

If a developer wants to build in any town they post escrow accounts and the townships professionals bills the developer accounts for the work they do on there project.

Check Republican towns thats how its done there also.....

As I drove around doing my errands earlier, I passed the Capital 1 Bank on Rt 34 and saw the township sign promoting Aberdeen Day. Below it was another sign which read "Sponsored by CME Associates" Of course I immediately thought PR to do any damage control, for all the information which is finally becoming public. But if you really want a laugh, run,run,run up to Shop Rite immediately, and you can see our very own Mayor Sobel bagging groceries for people. I guess they are pulling out all the stops with this show.

It should also be known that the big name politician in North Jersey represented by McCarthy was arrested for having child porn on his state computer. I think the politicians name is Cohen. Maybe it is something in the name? Coren and Cohen both sexual predators with roots in New Jersey. Both somewhat attached to Dan McCarthy. Talk about Kauffincidence.

Who puts the budgets together in our town ? I would appreciate some insight on that process. Numbers were never my thing and if a town budget is anything like a Quinn-BARZA budget it has more nooks and crannies to hide stuff in. I hope it is not just like the high school football money total that never is ever really truly known. I would also like more info on this felony thing with the coaches name attached to the post if thats possible. Is he also a teacher ? How many coaches does the football team have and what is the total budget for the football team Mr. Aberdeener ? Also don't they still have to do background checks on coaches ? One more thing I too liked the mayor post. It was very funny.

To the board's knowledge (and we do criminal background checks), we don't have any criminals, hooligans, or scalawags teaching or coaching any of our students.

As for the town budget, the tax increase would've been 5 cents per $100 of assessed value (2.5 times the actual increase) except for the library funds and pension deferral.

Aberdeener, when you were not a board member, on 8/11/08 you posted an article about this coach being arrested in Old Bridge, for aggravated assault, among other charges.He was also so violent he had to be subdued with pepper spray according to the report.
On 8/7/08 you likened Martucci to the coach from Revenge of the Nerds due to his doing what he wants when he wants.
On 8/7/08 an anonymous poster stated that the same coach was banned from Pop Warner for threatening a ref.in Cranford. Supposedly there is a police report there too.

You had a lot to say on these subjects before you were a board member, why not now?

I'm not permitted to discuss specific employees or share what I learned in confidence. That means I cannot confirm, deny, or even issue a no comment. If you were to ask me if Dr. O'Malley was an android, I could only respond that I'm not allowed to discuss specific employees except for information the district has already made public.

However, I can tell you this -
1) Nobody employed by the district, to the board's knowledge, has been convicted of anything more serious than jaywalking. That means no felony convictions and no substantial misdemeanor convictions.
2) Nobody employed by the district, to the board's knowledge, is under any criminal indictment whatsoever.
3) To the board's knowledge, Dr. O'Malley has never interceded on anyone's behalf with the police. Moreover, I find the mere suggestion outrageous.

Somebody, and I have my suspicions, has launched a slander campaign. It's despicable and, if I learn who it is, I will publish the name(s).

The first comment you reference was in response to a complaint about a coach. The article mentions an arrest. The individual was later cleared of all charges.

As for the comment on Martucci, I was allowed such comments when I was a private citizen. As a board member, I am not.

Monitors on here or the naysayers who tease all of us who put forth facts and observations will not protect the dems from the results on election day. They are counting on people who know Lauro and Tagliarini to put them over the top. Those would be the same people who secretly may be losing their homes or cannot afford the taxes even though they are friends or even relatives. If fromoneinsideschblds is actually someone from inside the school and the past record and hushed up prior conduct is true or well known, isn't that a bad reflection on the administration and B of E for not looking into it and giving the public an answer that makes them feel comfortable about this individuals close contact with our athletes. Is winning football that important to take any risk or to start pointing fingers at a slander campaign about something that may have some merit. Your politically correct answers prefaced with "to the boards knowledge" does not do much to dispell these "rumors". If all inside the school know of these problems shouldn't Dr. O'Malley address these concerns publicly and put parents and staffs concerns at ease. Most, if not all football parents would not question for fear of possible retaliation against the player. This is not a good situation and the silence on this is making it look like a coverup. How soon you have forgotten when you were on the outside looking in and wanted good answers to your concerns from administration and board members. A criminal record should not be the only determining factor for not having someone on the schools payroll around students. Just because OJ wasn't convicted doesn't mean he didn't do it. Any questionable past actions should not be tolerated in this environment and people around our kids should be held to a higher standard, not just whether someone is convicted or not, before an incident everyone regrets happens. Just being a good football player does not give this district the right to look the other way and make exceptions for bad conduct.

Obviously occasional checks must be done after the initial one to update and protect the school and its taxpayers. This especially true when an individual is rumored or in fact known to have been in trouble or who has a penchant for trouble.

That is the case with the person everyone is alluding to. Don't be afraid of who may get upset be afraid of what the taxpayers will say if trouble occurs again and our school leadership did nothing to protect or prevent our legal liabilities from being unnecessarily exposed.

This person, whose moral character is in question has the ability to influence many he comes in contact with, but I guess winning football games is way more important. Once again this district has lost its way in such a short time as to what is important. So much for progress as this proves business as usual is ruling the day in areas O'Malley will not touch.

If you Councilman Weenie at Aberdeen Day ask him why he won't debate Mr. Aljian? Why he is attached to Kauff? Does he believe the shakedown happened? Did any of his fellow council people tell him that they were all "officially advised" of every moment, name of the law firm Kauff demanded the developer use, the amount of money demanded during the shakedown by Kauff?. Did he undergo State of New Jersey mandated ethics classes for politicians upon being puppeted as an elected official in Kauffville I mean Aberdeen?

So many questions for Councilman Weenie. I mean Tagliarini.

You can't ignore the fact that Obama is our very first black President ever! That is the reason for their joy, and they shouldn't have to hide it under a bushel just because it makes some people uncomfortable. I'm sure schoolchildren in the bible belt prayed for and celebrated Bush while he was President. So its as simple as this, let's not rain on anybody's parade!

Hey Aberdeener can you explain why the board wont enforce its own policy I speak of policy 1000 series 1305 use of school specificaly states school activities first , then why is the color guard being displaced for a few bucks being paid by people from out of town to play volley ball. Where or whos pocket is that money going to, Mr Caldera has been fight this issue for a year , sad when the all mighty buck is more important then the kids , maybe volleyball should go back to Holmdel were they belong
