When Teachers Pass as Children Fail

Although few of us would consider ourselves experts, most of us can discern between great food and garbage, an awesome movie and dreck, or a fabulous educator and dead wood. Regarding the last, what thoughts come to mind when you recall your favorite teacher or administrator? Someone engaging, caring, challenging, brought out the best in you? Well, consider this: The Matawan-Aberdeen school district’s Principal Evaluation form states “The formal evaluation process does not include school wide student achievement outcomes or student growth data.” [Emphasis mine]

In case you missed that, I’ll say it again.

Think that’s crazy? How about this? Principals and assistant principals are evaluated upon “12 Performance Factors”. 12 performance factors but not one that has anything to do with whether our students are actually learning anything.

In case you’re wondering, 100% of our principals and assistant principals met this highly exacting standard.

Think that’s bad? Teachers are only evaluated in five areas - Grade Book, Lesson Plans, Implementation of the Lesson, Classroom Management and Interpersonal Skills/Learning Climate.

As for the question of whether students are learning, that’s irrelevant to a teacher’s evaluation. (Thankfully, non-tenured teachers are evaluated according to “pupil progress”, including test scores and parental feedback, but non-tenured teachers are a small minority among the total staff.)

So, how did our teachers do in their five areas of “measured” expertise? Among the 364 teachers, only 7 were found to be not “acceptable” – 3 in the high school, 3 in the middle school, and one at Strathmore Elementary. Congratulations to the other three schools that scored 100%. (Cambridge Park was too small to be evaluated.)

I strain to think of what other profession specifically excludes the very purpose of the profession from job evaluations.

Are auto mechanics judged on their ability to fix cars? Police to enforce the law? Firemen to extinguish fires? I believe so.

How about showing up for work? Should teachers be evaluated for that? Last year’s 7% absenteeism rate was double the 3.5% that school policy defines as unacceptably high.

How about the fact that a third of high school seniors were at risk of not graduating because they couldn’t score 50% on a state assessment exam? Does that suggest something about the “learning climate”?

Obviously, this is all about state law forbidding school districts from actually evaluating teachers. It’s not enough that teachers have tenure, that it’s been well over a decade since any tenured teacher in the State of New Jersey was fired, or that tenured teachers have a job for life whether they do that job or not. Teachers are even protected from being labeled as teachers that “need improvement”. That is, unless they can’t manage their grade books.

Reminds me of the days when school policy barred teachers from engaging in the tedious work of grading homework assignments. I wonder if that policy remains in force.

For me, the greatest mystery is how hundreds of teachers who plainly love their students and want their students to succeed could vigorously support a union whose policies are downright hostile to those very students. You simply cannot be both pro-teachers union and pro-child. Not in our school district.

"Dick's the second-coming!" yelled the BOE,

At the time this was happening, the taxpayers all raved,

But Warren swore the raises were less than Dick saved,

The taxpayers all knew it was too good to be true,

When taxes don't rise, we ask, "Where's the other shoe?",

The other shoe dropped in 2010,

When state aid to schools was cut yet again,

Warren and the Board had no such foresight,

And now, they found themselves in quite the plight,

Cut taxes or teachers? That was the call,

Then Dick said: "Janitors, let's cut them all!",

Kenny only cared about his kid's special nurse,

Donaghue only cared about his wife's paycheck and purse,

From Warren, Delaney always took his leads,

And the rest of the bunch have kids with special needs,

So, Warren again dropped to his knees,

And Dick didn't even have to say, "Please?",

All Dick did was help Delaney's campaign,

By mailing his postcards, and ensuring his gain,

Soon thereafter, they were all on Dick's ship,

Sailing to give each janitor a sh*tty pink slip,

Dozens of residents, they were all fired,

The Board didn't blink, for they were all tired,

Of hearing everyone whine and complain,

After all, the teachers were wholly to blame,

Protecting their neighbors, it's not the Board's job,

Only protecting their interests and the District's blob,

But, what did Delaney have to gain from the ruse?,

He had no kids whose teachers he could choose,

Delaney's plan finally came to the fore,

When Dick hired his friend, Tyler Blackmore,

Dozens of residents out of stable work,

While Blackmore got 150k plus perks,

Then, came the Board's unbelievable contention,

That Dick deserved a contract extension,

"We need him to stay!" the Board members all cried,

Only thinking of themselves, it's now clear they all lied,

Dr. Dick took more money and Warren moved away,

But Warren still swore that Dick would stay,

Now, Dick's on to Edison with his bags packed of course,

And Warren's in Brooklyn after getting a divorce,

And we're all sitting here strapped for cash,

Praying the Board doesn't do anything rash,

Because one more mistake by this goddamn Board,

Is more than Aberdeeners can now afford,

All we can do is learn from the past,

And put all the Board members out on their ass,

It might take a prayer answered in heaven,

Or just us voting in 2011...

Your 7% number can be misleading

1. materinity leave
2. disability
3. field trips
4. in school workshops which
require subs
5. staff not attending scheduled workshops if they are retiring anyway
6. retiring staff using sick days
7. those not being brought back using their days

ALL OF THESE add to your 7% total.... I know because I have several friends who told me about this ditrict and this site - so I did some homework....

I don't know which is worse, Aberdeen or Matawan? They both suck, between A-hole Kauff and now Aureimma single handedly taking down the fire department in Aberdeen and the idiots in Matawan approving residential units that they don't have the fire equipment to protect. Now Matawan wants to put up a highrise on the corner of Main and Little Streets where the Pathmark used to be. Where is Paul going to find the money to purchase the fire equipment to deal with that? And Lou Aureimma has single handedly driven every good person from the Aberdeen fire department. What happens in January Lou when you only have that tool Don as Chief and no Dep. Chief, no Capt. and no Lt's? You thought it was bad wen the County came in asking questions, just wait come January.

I don't know, call me silly. But as a parent of children in this school district, I appreciate being kept informed about teacher contract negotiations from the president of the BOE.

But then again, some just like to come here and complain just for the purpose of attacking those they have other personal agendas against.

I guessing other intelligent parents appreciate the updates as well.

Those being just some of the reasons. I notice the first 4 you have no question with. Face facts, those retiring, at times, use their days as they do all over industry and private sector. And those leaving anyway- MAY say screw this, I cannot keep them anyway.

People cry about making educators equivalent to private sector - well all those examples are seen in the private sector as well - you cannot have it both ways....
I taught for 30 years in South Jersey, there were some workshop days in my last year or 2 I didnt attend because I was leaving - in fact SAVING the district money because no sub was needed....

My first grader can read and write in Hebrew and English. He can also do long addition and his multiplications table. He's in school 37 hours a week and gets a longer school year. His class only has 10 children and his teachers are fantastic.

Tuition is less than half what Mat-Ab spends per child.

Yeah, I'm pretty happy with my son's school.

The private sector has an absentee rate of around 2%. In terms of personnel, the only difference between the school and private sector is that schools have a much higher percentage of women, but that wouldn't account for a near tripling of the absentee rate.

By the way, the problem has gotten far worse this year. I hear there was one day when one of the schools was missing 20% of its teachers.

As for your personal example, most teachers are fine people but they see their peers taking advantage of the system and wonder why they shouldn't as well. Therein lies the moral corruption.

Dear Anon Retired Teacher,
First of all, I don't know of any, although I am not saying there aren't any, in the private sector that take every single sick day. From my experience, companies notice that. Those employees are not looked upon favorably. And employers have the option of getting rid of personnel that abuse the system. When time comes to downsize in companies, those who give the least and abuse the most are usually on the chopping block first. Yes, teachers should be on par with the private sector in my opinion, and we should have the option to get rid of the bad, underperforming ones.

I'd love to be able to evaluate the parents of the children not being able to pass the HS exam. When does that evaluation come out?

Oh, and speaking of the HS and the 60% lol...drop in crime since Dick arrived...Will some one share in the arrests, gun threats, numerous suspensions, and other wonderful things happening over there? Those damn teachers.

I can tell you that a student was arrested for making threats in school to shoot another student. Of course the administrator over there decided NOT to press charges though. They wouldn't want that going on that report.

If I were the police department I'd be really furious that they wasted all that time and policemen dealing with this issue and then the wimp of a principal decide not to charge the student.

It's ok to threathen with weapons in our school district.

Do not mix up what I said - the numbers were thrown out there by Mr. Warren.

I SAID or my point was= the numbers can be askewed and when I did my research about Matawan Ab I saw a few things -

1. Females reproduce and when they give birth they take ALOT of time which the STATE gives them through the fmaily leave Act and the sick days MUST BE USED FIRST. - admittedly you said teaching has more women and the district had several teachers take family leave time last year and the years before that as well

2. Any and all day trips and work shops attended by teachers use substitute time

3. Last year - there were a few workshops given IN DISTRICT where whole departments were given IN HOUSE work shops for days at a time BUT SUBS were needed .

4. LASTLY - teachers who are retiring tend to use days, especially workshop days they do not need because they are retiring (which is actaully a savings to the district at unused sick time at the retirement date) -

These factors drive absent % up. You are the ones who said teachers watch others take off and do the same..... That is a different story and I cannot, neither can you, say thats what happens in Mat-Ab... the four points I have are a bit more facutal and concrete

I don't think you're appreciating the enormity of the absentee problem.

Let's say that 1000 absences were due to pregnancy. That's 1400 days. We had over 350 teachers so, on average, that's just under 3 days per teacher. But the average teacher missed 13 days. You can't easily account for the other ten.

To give another bit of anecdotal evidence, last year, on the last Friday before Christmas break, 121 staff members didn't show up for work.

Cops and teachers and firemen and others all abuse and work the system. When they get all of these days they use and abuse the days and that is a fact. Not all but most do it. Who is really checking on how many days supers and chiefs take. Not the people who they are in charge of them. The private sector is a far different place. You abuse your time and you get fired. You do that in governmental service and they give you a big check. That is a fact whether you like it or not and the employees know its true. Cushy schedules, liberal sick time, pandering politicians and union thugs. You can't say the system is not broken if you have one honest thought. The costs are too high for those of us not playing the system.

I wouldn't be so critical of the principal for not pressing charges. She saw what happened to a previous administrator who played the hard line against intimidation and bullying just to have a board member cause problems because he was a friend of the family.

SYNOPSIS
The School Ethics Commission (Commission) found that respondent, a member of the Board of the Matawan-Aberdeen Regional School District, violated N.J.S.A. 18A:12-24(e) of the School Ethics Act, as well as 18A:12-24.1(e) and (f) of the Code of Ethics for School Board Members, when she solicited – via the school e-mail system – and received campaign contributions from three district employees. The Commission recommended the penalty of suspension for six months in this matter. The respondent did not appeal the Commission’s underlying decision, nor did she file any comments with respect to its recommended penalty.
The Commissioner, whose jurisdiction – in the absence of an appeal – is limited to reviewing the Commission’s recommended sanction, adopted the Commission’s recommendation that respondent be suspended for six months. Accordingly, the respondent is suspended for six months as a school official found to have violated the School Ethics Act.

The record of this matter and the decision of the School Ethics Commission (“Commission”), including the recommended penalty of a six-month suspension, have been reviewed.
This matter comes before the Commissioner to impose a sanction upon Respondent Jan Rubino, member of the Board of Education of the Matawan-Aberdeen Regional School District, based upon findings of fact and conclusions of law by the Commission that she violated N.J.S.A. 18A:12-24(e) of the School Ethics Act, as well as N.J.S.A. 18A:12-24.1(e) and (f) of the Code of Ethics for School Board Members, when she solicited – via the school e-mail system – and received campaign contributions from three district employees.
Upon issuance of the decision of the Commission, respondent was provided 13 days from the mailing of such decision to file written comments on the recommended penalty for the Commissioner’s consideration. No comments were submitted by or on behalf of Ms. Rubino.
Initially, it must be emphasized that pursuant to N.J.S.A. 18A:12-29(c) and N.J.A.C. 6A:3-9.1, the determination of the Commission as to violation of the School Ethics Act is not reviewable by the Commissioner unless a notice of appeal is filed pursuant to P.L. 2008, c. 36 and N.J.A.C. 6A:4, which did not happen here. Therefore, the Commissioner’s jurisdiction at this time
is limited to reviewing the sanction to be imposed following a finding of a violation by the Commission. Therefore, this decision is restricted solely to a review of the Commission’s recommended penalty.
Upon a thorough review of the record, the Commissioner accepts the Commission’s recommendation that a six-month suspension from the Board is the appropriate penalty in this matter. As clearly stated in its decision, the Commission finds this penalty congruent with that imposed in previously decided similar cases. As such, the Commissioner finds no cause to disturb the Commission’s recommended penalty in this matter.
Accordingly, IT IS hereby ORDERED that Jan Rubino be suspended from the Board for a period of six-months as a school official found to have violated the School Ethics Act.
IT IS SO ORDERED.*

The Commissioner, whose jurisdiction – in the absence of an appeal – is limited to reviewing the Commission’s recommended sanction, adopted the Commission’s recommendation that respondent be suspended for six months. Accordingly, the respondent is suspended for six months as a school official found to have violated the School Ethics Act.

While a certain Councilman has publicly made negative comments at a recent meeting, re: the "volunteer" Fire Dept., where does he stand on the Alston matter. Or does he only pick on the "volunteer" fire fighters and not the PAID suspended Police Chief.

Agreement calls for retroactive pay, zero increase for 2011-12

After several months of negotiations, the Holmdel Board of Education unanimously approved a four-year agreement with the Holmdel Township Education Association (HTEA), a document that includes a zero percent increase for HTEA members for fiscal year 2011-12, on Nov. 17.
The two parties signed a memorandum of agreement (MOA) on Oct. 27, which was ratified in a final board vote last Wednesday evening.

“This is a fair settlement,” said board President Ray Tai, before voting yes on the agreement. “I appreciate the effort that the HTEA representatives have made. It’s a long process, but it takes time.”

Under the MOA, members of the HTEA will receive a retroactive 3.5 percent pay increase for the 2009-10 school year, a 2.9 percent increase beginning in the middle of the 2010-11 school year, a zero percent increase in the 2011-12 school year, and a 2 percent increase in the 2012-13 school year, according to a statement from the district.

Tai explained that the new agreement establishes “fiscally prudent obligations” for the next two school years due to the zero percent increase next year for HTEA members.

“It is also revenue-neutral, since it does not adversely impact our current budget and aligns with the pending requirements of a state-mandated 2 percent cap,” he said in a statement.

The contract between the HTEA and the Board of Education expired on July 1, 2009, and both parties entered negotiations, mediation and fact-finding, a legal mediation process.

With no contract in place, HTEA President Denise King previously stated that members of the teachers’ union worked according to their 2009 salaries.

As part of the overall MOA, the district decided to grant HTEA members a retroactive salary increase for the 2009-10 year because the district set aside funds under its $56 million spending plan.

In addition, several changes have been implemented under the new agreement, including longer school days and class schedule modifications. Instruction time at Holmdel High School (HHS) will increase by an extra 60 to 70 hours per school year.

Once again it was Monmouth County's Prosecutors office who started the investigation. Make informed statements otherwise you are just blowing SMOKE up everyones butt!

Wouldn't it make sense for Alston to delay the hearings as long as he can....isn't Christmas coming?
