Looking Ahead

Three years ago, Aberdeener.com was launched at a moment everything started to change. The Great Recession was getting underway and the nation was about to take a dramatic turn to the left, electing the most liberal president in history and awarding super-majorities to the Democrats in both houses of congress.

Locally, Dr. Gambino’s election to the school board shifted the balance of power and a new administration under Dr. O’Malley directed the district toward achieving objective goals.

On the flip side, the popular town manager, Stuart Brown, was summarily terminated after waging an internal battle against corruption and waste. The teachers union was picketing at school board members’ homes for higher wages. And Aberdeen and Matawan were among the top five highest taxed municipalities in Monmouth County.

Over the next three years, the Tea Party was born, Governor Christie was elected, and the country has shifted back to center-right. On the school board, only one of six Aberdeen representatives has served more than one term. In the township, a majority of the council seats turned over although every seat stayed within the local Democratic Party.

So, what will the next three years bring?

Higher Taxes
Nobody living in Aberdeen would expect otherwise. Over the past three years, municipal taxes have increased roughly 30%. The township’s “secret plan” is to offset spending increases with new development through PILOT programs. PILOT stands for “payments in lieu of taxes”.

Property taxes have to be apportioned to each tax collecting body, i.e. school, county, fire, etc. The township’s meager 17% share of property taxes from new development wouldn’t be enough to offset new spending, meaning municipal property taxes would keep rocketing upward despite the added revenue from new development. However, PILOT payments aren’t taxes so the township gets to keep the lion’s share and technically hold down taxes while allowing spending to soar.

No such luck by the school district. The township favors residential development over commercial development because developers prefer residential. Unfortunately for taxpayers, any development that attracts children is a net loss. At over $15,000 per student, any unit with a child will cost the town more than it can recoup through taxes. Furthermore, children from low-income families, on average, require more services and, therefore, cost more. COAH housing could be especially costly to the school district.

Meanwhile, the school district has never developed any significant revenue streams aside from taxes and state funding. There’s some hope of developing an autism program to attract out-of-district students but, until that happens, the focus is cutting costs. The district has already begun outsourcing – cafeteria, substitutes, custodians – and there’s more to go – transportation, secretarial, aides, guidance counselors, child study teams, etc. Classes can be cut, class sizes can increase, and more extra curricular can be eliminated. However, at some point the cutting will stop.

Meanwhile, contractual and statutory increases are on the march. Last year, prior to the budget cuts, the district projected a $3.5 million increases from salary, pension, health, and special education. The average teachers union officer saw his salary increase about 25% over the prior three years.

Some day, in the not too distant future, those annual increases will overwhelm any cost cutting measures.

It doesn’t have to go this way but we all know it will. Governor Christie’s 2% cap should help but don’t discount those wily politicians and public administrators who will use every trick in the book to take your money.

Self-Serving Politicos
The school district has a $60 million budget and the board members are paid zilch. Fire District #1 has a budget equal to 1% of the school district, yet each fire commissioner earns $5,460. As a percentage of the total budget, the fire district spends more money on each fire commissioner than the school district spends on the combined salary and benefits of the district superintendent, deputy superintendent, and business administrator.

Two of those five commissioners, Vinci and Lauro, also earn salaries from the town council as well as their state pensions from years of public service to the township. Add all that to the free land given to Vinci and the hundreds of thousands of dollars spent to divert highway workers from driving in front of his house, and it’s still not enough to satisfy their senses of entitlement. In 2009, the fire commissioners voted themselves a 36.5% raise.

Ultimately, the townsfolk don’t care. Both Vinci and Lauro would likely cruise to reelection. This past year, the town elected a board member who testified against the school district in a labor dispute, played racial politics, and acknowledged voting to pay herself for working as a poll worker during a school board election.

And, at some point, Barza will regain control of the school board and appoint administrators to their liking. It won’t happen soon but it will happen. That’s because the largest pools of candidates for local elective office are the PTO’s and the sports leagues. Most of the current school board members come from neither.

School board elections are usually a luck of the draw. Placement on the ballot is determined by pulling candidates’ names from a hat (literally) and the candidates at the top of the ticket nearly always win. Whichever group fields the most candidates over time will ultimately control the board and Barza is in an excellent position to do just that.

That’s why Aberdeen has rejected every property tax increase at the ballot box for nearly a decade but still sees property taxes increase every year – either the people a) don’t think it matters who they elect b) don’t know who they’re electing or c) don’t know what their representatives are doing once elected.

While on the school board, I strongly opposed any tax increase. Had there been two other members of the nine-member board who shared my opposition, school taxes would not have risen this year.

Education Advances Slowly
The first thing that people will notice and quickly forget is that the draconian cuts didn’t undermine the students’ education.

Next, as students from the middle school who benefited from an accelerated curriculum move into high school, test scores will rise.

However, any advancement will be limited. Among the staff, there are several ideological battles underway – Should the district focus upon test scores or preparing students for post-high school? What are the skills and knowledge our students need to acquire before graduating? How do we test and grade our students? What do we do with teachers who can’t teach? How do we help our struggling students? How do we enable our stars to advance according to their potential?

Unless someone becomes a powerful and incessant advocate for moving in one direction, the district will always drift along the path of least resistance. That means the least work and the least headaches. The community won’t fight for higher standards and neither will most of the staff.

Local Reporting Will Continue to Deteriorate
The local papers lack resources for investigative reporting. As they continue to struggle, fewer town meetings will be covered. Excluding bloggers and the rumor mill, the community will continue to know less and less about what’s happening. And the opportunities for corruption and incompetence will expand.

Housing Will Continue to Struggle
Huge backlog of unsold and foreclosed housing. High unemployment and underemployment. As the economy recovers, interest rates will rise to combat inflation. Many underwater homeowners will put their homes on the market at their first opportunity to cover their mortgages. Meanwhile, high taxes will continue to depress prices and push more seniors to sell.

Most New Development Will Be Residential
It is an absolute disgrace that public education has become so expensive that it makes financial sense to deter families from moving to the neighborhood. But that’s the reality. Developers, however, prefer residential because they’re easier to finance and sell and often have higher profit margins. The town could easily encourage commercial development through zoning laws and PILOT programs but don’t expect it. The town council wants the tax/PILOT money, not to mention all the behind-the-scenes hand greasing that enriches their handlers, and care little about the burden new development imposes on the school district or the rest of the township.

Corruption Will Continue Unabated
People mistakenly believe corruption necessarily involves criminal activity. That’s not the case at all. Political corruption is the use of office for anything other than the public good. For example, taking tens of thousands of dollars in political contributions from CME Engineering and then awarding it millions of dollars in no-bid contracts is corrupt because there’s an assumption CME is not being awarded the business based solely upon price, service, and community benefit. Furthermore, when people and corporations are legitimately concerned over retribution if they don’t contribute to political campaigns, that is corruption. When people and corporations are able to use their political connections to “un-level” the playing field or seek business from third parties, that’s corruption.

Again and again, we hear about how there’s been no proof of corruption but that’s a lie. The free land given to Councilman Vinci, and how that land was kept off the tax rolls, is public record. Vinci being paid “consulting fees” to work on his own reelection campaign is public record. The county spending $400,000 to divert traffic from Vinci’s home on a dead end street is public record.

CME’s contributions and millions of dollars in no-bid contracts are public record.

Fire commissioners, who should be working for free, awarding themselves a 36.5% pay increase during a steep recession is public record.

Any suggestion that “corruption” only applies to criminal activity is morally repugnant and it shouldn’t surprise anyone that the people who write the laws know how to avoid them.

The Teachers Union Will Continue Being Anti-Community
It’s astounding how teachers, the very people who have chosen to dedicate their lives to teaching and with whom we’ve entrusted our children, would repeatedly support anti-community agendas but that’s the reality.

When faced with a pay freeze or scores of colleagues losing their jobs, the teachers kicked their coworkers to the curb and then launched a fear-mongering campaign insisting the community’s children would be in jeopardy unless we raised taxes to save jobs.

Now, the union is doing the same to the bus drivers, the secretaries, and everyone else who could be outsourced.

When the school board offered to help three custodians save their lifetime health benefits, the union offered nothing to offset the costs.

Again and again, the union protects teachers who can’t teach, bars the district from enacting changes that would help students and save money, and prevents the district from rewarding outstanding teachers.

I hear the district used to recognize “Teachers of the Month” and give them prized parking spots and other tokens of thanks and recognition that cost nothing to the district. However, the practice had to stop after the union objected to the district “singling out teachers” for recognition when “all” teachers deserved recognition.

That sense of “we’re all wonderful and entitled” appears to be have become contagious as Christmas Friday Fever has swept through the district. Christmas Friday Fever is the infectious disease that hits about a quarter of our teachers every year on the last Friday before Christmas break, forcing them to call in sick and get some therapeutic shopping at the malls.

Local Blogging Will Decline
Normally, success attracts competition. Not in this case. Despite the widespread popularity of Aberdeener.com (many would say infamy), the only other local blog is AberdeenNJlife, which doesn’t do investigative reporting. Researching issues is very time consuming and won’t win you many friends. However, for those considering blogging, the experience can be quite rewarding and you truly have the power to make positive changes within your community.

As for this blog, I’m hoping someone will volunteer to manage it but, so far, no takers. However, the forces of darkness shouldn’t relax just yet. There’s still some life in this blog.

You write that Barza will soon appoint school administrators but not yet. Are you aware that in an effort to appoint the next supt. before possibly losing control of the board that CK and friends are offering a contract to someone who has already been let go once by the BOE? If said individual is indeed hired he will then get to hire the next BA. People can hate on OM and SI but he did have two years of no tax increase and a 1% increase and made improvements within the district. Why wouldn't it have made sense to make MD an interim and see how she does instead of hiring someone who had already not been rehired by the district? The only reason is because CK and friends are scared they won't be in control rather than doing what's best for the district.

While Mr. Warren was on the Board, his countless contentions of district-wide improvements and positive “changes” were pivotal to many of his posts. In numerous pieces, he attributed the newly found efforts and achievements to Dr. O’Malley’s straightforward, no nonsense initiatives. He then used those assertions as his rationale for supporting a huge raise to the Superintendent, despite claims that the district’s most critical endeavor was to make budget cuts. He spewed erroneous information based on hearsay and rumor, which he misrepresented as fact and skewed to appropriately fit his argument. To give you just some examples of many, he wrote:

“I remain committed to supporting another hefty salary increase for Dr. O’Malley and Ms. Irons if they can deliver another 0% tax levy increase without any major cuts to critical services” (Jan 12, 2010).

What did he consider major cuts? Paper? Scotch tape? Assistant Principals? Nope. Returning to semantics, he will argue that those aren’t “services”. Unfortunately, they are necessities needed to properly and effectively run a school. How about this one:

“No, I'm saying if the staff accepted a "pay freeze" that money could go towards job preservation” (March 25, 2010).

Well, did Mr. Warren disclose that the Union agreed to bring it to their members if the Board agreed to clearly document their intent in writing? Did he reveal the Board’s refusal to do so? Or this comment from today’s posting:

“Last year, prior to the budget cuts, the district projected a $3.5 million increases from salary, pension, health, and special education. The average teachers union officer saw his salary increase about 25% over the prior three years.”

Well according to the facts Mr. Warren provided on March 26, after about 15 years a teacher will be at the top of the pay scale. He also posted, “The contribution is 1.5% of salary. That would be about $800 for the average teacher. The top earners would be paying about $1,200-$1,500” (March 26, 2010). According to this calculation, that would mean the average teacher salary is a little over $50,000. That’s right: the average. If this is the case, it hardly seems likely that the “average” teachers union officer (average of 12 people that is) is significantly affecting a projected $3.5 million increase. This innocuously added statement is yet another example of propaganda used to misguide the public.

As our leadership departs, so does Mr. Warren’s optimism about our district’s progress . It is clear that Mr. Warren’s objective when writing this blog is not to improve schools, make a difference in the lives of children, or better inform the public. On the contrary, it is to mislead the public, destroy the morale of the many teachers that DO work hard and tirelessly, and further divide this community at a time in which it so desperately needs to unite.

You forgot to mention that each of the quotes was dead on.

By the way, your statement that "the Union agreed to bring it to their members if the Board agreed to clearly document their intent in writing" is just a steaming pile of you-know-what.

Kosmyna publicly stated that the union was willing to consider additional wage concessions, not a pay freeze mind you, only if we guaranteed no personnel cuts. That was an impossibility and he knew it.

In case you forgot, I was there, on the negotiating committee. Kosmyna had the bids in front of him. He knew we were looking at a million dollars per year in savings from outsourcing and were only asking the union to meet us halfway. As Rubino said, the union wasn't even close.

I disagree with most of what you say most of the time. You were on the BOE promising changes yet rarely saw you at any event or even becoming somewhat familiar with our schools. If you did you would seen over the lets say 6 years the number of FINE institutions our seniors were accpeted to and the ones they chose to attend and all you do is berrate those who made a personal decision to go to Brookdale.

You mock those who do not go to college when it is a fact of life that some do not and will not want to go. You and your friends changed the curriculum to actaully HINDER these types of kids whereas forcing them to take classes they do not want to be in, could care less to be in, and their parents could care less either and THATS A PERSONAL CHOICE as well.

But I will say this, I have lived here in this town for 35 years. I have put 2 kids through college. I have busted my butt in private sector as a PERSONAL CHOICE. If my kid wanted to go to Brookdale or learn a trade I would have been ok with that but in this district environment now - they would feel like a failure thanks to you and some of the elite around the district.

***********BUT I WILL SAY THIS - I give credit for running and trying as misguided as you are. How many BOE that you attended HAD NO ONE THERE beside the same 2 or 3 people. How many times have BOE members ran unopposed WHICH IS UNFATHOMABLE considering how high our taxes are and everyone seems to have an opinion yet no one runs. There are few people who even come to out to vote when there are candidates. So i give you an A for effort.

Thank you for your kind words but I must object to some of your positions.

In 2009, 1.5% of our graduates were admitted to "highly selective" colleges. 28.3% were admitted to "tier 1" colleges which means they were ranked among the top 50%. And only 36% were projected to earn any post-high school degree, whether 1, 2, or 4-years.

That's the data.

I have never mocked anybody who chooses not to go to college. I don't believe college is for everybody. However, I do mock those who would undermine a student's education and thereby deny him the opportunity to succeed in college. Our kids aren't "choosing" to not attend top schools. They can't get in. I want to give them the choice and they only way to do that is to ensure they develop the skills and knowledge necessary to succeed.

As for the curriculum, absolutely I want higher standards. When a parent chooses to send his child to a public school, where the public will likely spend over $200,000 on that child's education, then that parent has agreed to abide by the public school's standards. And our standards should be what's best for society - namely an ethical, educated, and hard working individual. Society has no interest in spending hundreds of billions of dollars every year to produce slackers and ignoramuses. If someone wants lower standards for his child, he has the right to opt out of a publicly funded education.

You put 2 kids through college. You are in the minority in this community. I'd like parents like you to become the majority. The only way to do that is by raising standards.

As someone that works in town hall let me set one thing right. Stuart Brown was not fired because he was fighting anything. He lied to everyone in town hall, gave raises to favorites and cost the township of upwards of over $500,000. This does not even include all the lies he told trying to hide his faults. From I was told the council had a list of over 25 things he did wrong. When he first started he ordered a car without the councils consent, and it just went on from there.. Joey you are not even close on this one.

This reminds me of an old story - The Nazis once published a booklet entitled 100 Authors Against Einstein. The New York Times then published a similar article. Einstein responded "Why 100 authors? If I were wrong, then one would have been enough!"

Who would take the time to make a list of 25 things and who would request such a list? I've never heard of such a thing. The council doesn't require "cause" to fire the town manager - either they don't renew the contract or they negotiate a settlement.

I'm well aware of the council's claims that Brown was too generous with the police contract. However, the only facts I have are 1) municipal taxes have increased 30% since Brown left and 2) at least one CME project that Brown rejected the council later approved.

Isn't he the guy along with DONOHUE and WARREN who voted a 9 percent raise for an administrator while 30 or so district employees were let go and people in this town were losing their homes to high taxes? It seems the taxpayers may stand a chance this year. Between the upcoming election and what seems to be a low rumble in the municipal building. Could it be that we might get some help from the town employees who are on the chopping block. I work in Jersey City where there were very vocal police manpower problems. One sign I saw stated "political cronies won't protect you and your home or business". Likewise it seems the much rumored political hanky panky may be exposed if the local leadership dares to take it out on the employees who like the cops in Jersey City said that the political cronies are protected by what is supposed to be leadership.

Shaft I hope you get every dollar from the masters of arrogant leadership in Matawan. Let Mayor B. and other past and present members of council leadership publicly explain their part of this mess. They and you both are complicit but their handling and ignoring of the factors involved in your case and others far more costly police side blunders has cost us taxpayers plenty for years. It really is time to let Aberdeen merge with Matawan services and get this thing straightened out. Merging services is long overdue I think. As a businessman and resident I have grown tired of worn out homes and shuttered businesses and too much more in our community that has been ignored for too long. I pay a whole lot of hard earned money in taxes and the return on that investment is negligible. Time Mayor B. realizes that the U.S.S. Matawan is going down for the last time. It is time that Matawan get ship shape and both our leadership and our property owners get brought into line. I would like to thank the hard work of the snow plow operations in town during the last storm. From what I could see while going to work. Our town was so much better off and far more passable. Good job to all the workers in Aberdeen.

Read the news. 8 County superintendents let go, including our own Carol Morris. Maybe she will come and be the MARSD superintendent, it pays way more than she was getting as County Sup. I personally hope that Christie is eliminating that wasteful layer of county beurocrats.

Well the layoffs of the extra and too often politically connected has started? Those who often need to go first during such crucial economic times are those too often put in place by political power brokers. Those in this case with the county super position may be the ones finally being cut rather than those of us who do the actual work. I say great. Too often those at the lower or mid-level pay scale people pay the price while the cushy do nothings or almost do nothings stay in place. Look at the school system in Matawan for instance. We were stuck with people like Joel Glastien and others at 145k and more while we on the maintenance staff were thrown to the wolves. This it seems will be playing out very publicly with councils and town leadership pitting police against others due to the costs police protection costs. As of late we have seen veiled threats that the municipal workers may finally stand up and be vocal about the behind closed doors good old boys club that is the main problem with politics all over our fine nation. It is a show I hope plays out soon and allows our municipal workers to rise above their oppressors. The names of the slave masters are well known and that could help bring a long overdue bipartisan change to local leadership.

The posting about the town leadership and the possible same ?able reappointments of what may be the same exact professionals to serve the taxpayers got me thinking. Is such an act is once again typical of the arrogance and obvious corruption of a long entrenched local democratic party and its oft highlighted and oft exposed as a possibly supposed corrupt, immoral and unethical leader. So who is the illusive shadow of a man said named Norman Kauff. Such possible corrupt control of such reappointments is said to be the major cause of local municipal corruption *as stated by Governor Christie (2010).

While I do not know this man Norman Kauff personally I can only go by what has been posted on this site in what seems to be thousands of posts with never a response from the man or any of those he is said to control and employ. So as to form a firmer opinion I googled his name and found the following which was garnered by evidence and many opinions from numerous entries listed under his name that involved several other local towns.

To let everyone know that Aberdeens fire department was put to the test again Monday 1/2. I am a Cliffwood Beach resident who witnessed the great job that our volunteers did in saving the houses inwhich i have a question to ask if anyone could answer. First off i witnessed a tall firefighter with a white hat getting his picture in front a aberdeen chief's truck what kind of example does this man leave in running an emergency scene. In the begining of this fire the firemen saw what was in front of them and called for as much help that was needed to those men the township of aberdeen, cliffwood and cliffwood beach are thankfully for your service. i still would like to know why this man was so worried about getting his picture taken instead of the task at hand.

I was there also. First of all there were many chiefs and chiefs cars there. What color was the the vehicle and what color jacket was the man wearing? Was the fire wrapping down or was it still early on? Who was taking the picture? I would just like to thank all those who responded to this emergency. They did a great job!

Aberdeen's Department (not district) Officers is limited, you have a Chief (tall and wears a white hat) and you have a Captain who was on scene doing his job. thats right, no Deputy Chief and know Leiutenants which we require three. I can't be sure who this person getting their photo taken without enough information but do know that the same Aberdeen Department Chief was verbally reprimanded years ago for having his photo taken in front of his house in the fire truck he drove there on a non-emergency. It's a sad state of affairs over at that house due to the district chief and commissioners. The actual volunteers are going through a tough time from what I hear but God willing they will get some repreave once cry baby Lou gets his memorial and decides to retire for a second time.

First of all each district has its own officers. Thats why I was asking. District 1 had a chief and a captain there while District 2 had a chief, deputy chief, and lieutenant there. There were also several chiefs from surrounding towns there. Instead of focusing on someone getting their picture taken lets focus on the fact that no one got hurt and all our volunteers got to go home to their families.
Aberdeen doesnt have officers that control the whole department. They have officers that control each district with the title of Department Chief alternating between the two chiefs each year.
As far as the state of affairs in district 1 they appear to be in house issues which unfortunately dont seem to be coming to an end anytime soon.
